Create and enhance Online Help (OLH) documentation for the Colorado Benefits Management System (CBMS). Collaborate with end users, business and systems SMEs, and developers to design, develop, test, and deploy OLH. Produce clear, concise user instructions, edit technical source documents, and deliver stakeholder communications about business processes, issues, and resolutions affecting OLH users.

Analyze, design, develop, test, install, and maintain application software and databases. Provide production support, troubleshoot issues, evaluate products, create project documentation, manage projects, and deliver user training. Interact with users, vendors, and contractors to select and implement solutions.

Contractor will standardize and compile software package data for a Senate Bill report, assist the Deskside Enterprise Manager with project planning, reporting, and data gathering, and coordinate with Deskside Managers across the state using email, Google Drive, and conference calls.

Provide SME testing support for changes to the statewide Shared Eligibility System (SES) for Medical Assistance and the Health Exchange: develop high-level test scenarios, write test scripts, coordinate testing with state and vendor staff, and analyze results to ensure changes meet requirements.

Provide end-user technical support via phone, email and ticketing system. Diagnose and repair hardware, software, printers and network issues. Install and service PCs, servers, printers and peripherals, document and track incidents in helpdesk software, and ensure timely resolution.

Provide data science, data management, and integration expertise for CDHS interoperability project: document data, design integration architecture, recommend identity resolution, define data quality metrics, develop metadata, categorize data sensitivity, define APIs/workflows, and evaluate analytics platforms to create a 360° view of clients and assess program effectiveness.

Design and document overall system architecture, address security risk assessment findings, and implement architecture and hosting strategies (SaaS/Cloud). Review current architecture, consult with end users, ensure data governance and compliance for PII/FTI/PHI, and provide technical leadership across Java/WebSphere/Linux/Oracle and associated platforms (Force.com, Cognos, Cloudera).

Develop and implement a county-wide communications plan, review and draft communication/media policies, improve web and social media outreach, create collateral and educational materials, design a county logo, build an image bank, and provide staff communications training and proposals on request.

Provide expert support, repair, maintenance, enhancement, emergency response, and retirement planning for mission-critical legacy systems and technologies that are outdated or have scarce subject-matter expertise.

Support a migration by writing Ruby scripts to extract and move data from the existing system into a new platform. Work with MongoDB data as part of a 7-month DevOps contract based in downtown Denver.
