Leads enterprise Identity, Credential, and Access Management architecture and application security integration for Defense Logistics Agency mission systems. Defines identity, authentication, authorization, access governance, provisioning, and integration requirements; designs secure architecture patterns; supports application onboarding and modernization; and guides RBAC, privileged access management, and segregation of duties implementations. Responsibilities include identity lifecycle management, application onboarding, authentication and federation, access governance, troubleshooting, platform modernization, documentation, testing, compliance support, automation, and stakeholder collaboration. The role requires strong IAM engineering expertise and supports DoD identity initiatives, cybersecurity audits, access reviews, and modernization efforts.

Develop and support Oracle Identity Manager and related ICAM solutions for the Defense Logistics Agency. Responsibilities include building workflows, adapters, connectors, reconciliation and provisioning processes; integrating enterprise applications; troubleshooting identity and access issues; supporting upgrades, modernization, testing, documentation, compliance, and production operations; and providing technical leadership across application, infrastructure, database, and cybersecurity teams.

Supports DHA knowledge management and business process management initiatives by developing SharePoint and Teams solutions, managing web and collaborative content, facilitating Communities of Practice, designing taxonomies and workflows, conducting knowledge audits, and protecting sensitive information. Provides portal training, user support, process mapping, and content governance while ensuring Section 508 compliance and alignment with organizational strategy.

Analyzes and manages business, functional, and technical requirements for identity, credential, and access management services. Develops RBAC models, access policies, approval workflows, governance documentation, process flows, and integration requirements. Serves as liaison among application owners, cybersecurity teams, engineers, developers, leadership, and government stakeholders. Supports application onboarding, access certification, compliance reviews, modernization initiatives, testing, implementation, and enterprise architecture governance.

Assesses segregation of duties, access controls, user entitlements, privileged access, and governance processes across enterprise applications. Supports audits, control testing, risk assessments, remediation, access certifications, and audit readiness for federal and DoD stakeholders. Develops workpapers, findings, corrective action plans, reports, and compliance documentation while collaborating with application owners, auditors, cybersecurity teams, and governance personnel.

Supports the Defense Health Agency Managed Care Contracting Division through acquisition and contract administration, business process management, operational planning, policy coordination, reporting, research, and quantitative and qualitative data analysis. Develops reports, briefing materials, communication products, cost and price analyses, and actionable initiatives. Tracks taskers and organizational actions, monitors progress toward goals, and communicates findings and recommendations to stakeholders.

Provides highly specialized engineering expertise for complex systems and applications. Responsibilities include functional systems analysis, design, integration, documentation, implementation guidance, and participation across software development phases, including planning, modeling, simulation, testing, and presentation. Requires clear communication, five years of relevant experience, and an IT-I Critical Sensitive or Tier 5 security clearance.
