Leads Carina’s state program portfolio across Washington and Oregon, overseeing contracts, partner relationships, growth and engagement, evaluation, organizational learning, and strategic initiatives. The role manages a small team, coordinates shared services and vendors, translates stakeholder insight into measurable outcomes, supports cross-functional launches, and builds operating structures for scale. It requires senior leadership across complex government, nonprofit, labor, and community partnerships, balancing strategic planning with hands-on portfolio execution.
