Full Pay Range

34,559.20 - 50,148.80

Generally, the hiring range is from the minimum up to 80% of the range.This is a part-time salaried position. The posted Hiring Range is adjusted based upon the Scheduled Weekly Hours divided by 40. If the adjusted salary rate falls below the FLSA exempt threshold, salary will be paid on an hourly basis.

Job Description Summary:

Under general direction, assists the Planning and Development Services (P&DS) department in furthering its mission by providing technical Geographic Information System (GIS) services. This role performs spatial analysis, modeling, and geodatabase design.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES                 

• Works with business users, with support from other team members, to design and deliver simple geospatial solutions (data, workflows, queries, analyses) to meet business needs.
• Designs and creates cartographic products for print, presentation, or digital consumption.
• Creates, maintains, and enhances key GIS department datasets so information operational partners have the best available information. Implements data quality best practices.
• Participates in developing GIS data standards and operational procedures, follows data maintenance protocols, creates, and maintains comprehensive metadata and documentation.
• Uses object-oriented programming and scripting languages as they relate to process improvement and automation.
• Works with GIS professionals in other City departments to share resources, learning and best practices that advance the quality both of their own GIS work and that of the whole City.
• Designs and implements field data collection solutions.

• Ability to work tactfully and effectively with workgroups, divisions, departments, governmental agencies, and the public.
• Knowledge of and familiarity with Microsoft Office suite of tools.
• Skill in and ability to demonstrate proficient use of GIS software including ArcGIS Pro, ArcGIS Online, Experience Builder, StoryMaps, Survey 123, and Field Maps.
• Skill in and ability to demonstrate proficient use of technology.
• Skill in and demonstrated experience in the use of relational databases and queries.
• Skill in understanding of geospatial concepts.
• Must successfully pass a background check before first day of work and maintain acceptable screening.

PREFERRED QUALIFICATIONS

• Ability to demonstrate experience working in municipal governments or otherwise demonstrated commitment to public service.
• Knowledge of and demonstrated experience with applications in the Adobe Creative Cloud such as Photoshop, Illustrator, or InDesign.
• Knowledge of and demonstrated experience with Microsoft PowerPoint, OneNote, SharePoint, and TEAMS.
• Knowledge of and demonstrated experience with Python scripting and task automation.
• Knowledge of and demonstrated experience working with CAD data in ArcGIS.
• Knowledge of CAD or Bluebeam.
• Knowledge of Relational Databases, Microsoft SQL Server, Power BI.
• Knowledge of the principles of permitting and planning processes.
• Skill in and experience using and supporting mobile data collection devices and external Global Navigation Satellite System (GNSS) Receivers.
• Master’s degree in geography, business or public administration, engineering, computer science, natural resource management.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

• Bachelor's Degree geography, business or public administration, engineering, computer science, natural resource management or related field; or equivalent of eight (8) years related experience may substitute for the education requirement only.
• Two (2) years GIS of experience.

WORKING CONDITIONS AND REQUIREMENTS    

• Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits effective communication on the telephone and in person. Sufficient vision or other powers of observation that permits the review, evaluation and preparation of a variety of written documents and materials. Sufficient manual dexterity that permits the operation of computers and other office equipment. Sufficient personal mobility and physical reflexes, which permits work in an office setting. Work may include extended periods of time viewing a monitor and operating a keyboard.  Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
• Work Environment: Capable of adjusting to in-person or work-from-home arrangements as needed to serve business needs. Work is currently performed under a hybrid policy where staff are required to be in-person at least 2 days per week.
• Machines and Equipment Used: Standard office equipment including computers and multi-function printers.
