As the Technical Program Manager, Datacenter Portfolio and Strategy Management for the AMERS region, you sit at the portfolio layer rather than owning a single project or function. You see every datacenter program from the earliest signal through construction readiness, go live, and turnover to operations, across disciplines such as design engineering, procurement, construction, commissioning, networking, capacity, and operations. You build and maintain the single, trusted view of the regional portfolio that project teams, functional partners, and leaders use to plan and act with confidence. 

In this role, you turn a constantly changing stream of milestones, risks, and dependencies into clear, decision-ready views on a fixed rhythm that does not move. You protect critical dates that translate directly into cloud and artificial intelligence capacity customers are already planning against, surfacing schedule risk early enough for partners to respond rather than absorb impact later. You design and improve the templates, standards, and reporting mechanisms the regional team runs on, finding manual effort worth automating and patterns worth codifying. You operate through influence and credibility, earning the trust required for partner teams to act when you call out risk, and you gain early executive exposure while deepening your understanding of mechanical, electrical, structural, networking, and commissioning systems at hyperscale.

Responsibilities
  • Identify opportunities and gaps across multiple features, services, or infrastructure areas in the datacenter portfolio, using data and tools such as automation and artificial intelligence to analyze usage, telemetry, and service data and generate hypotheses for improvements.  

  • Collaborate across internal teams and external partners to design and implement integrated solutions and processes for cross-functional programs, coordinating end-to-end schedules, tracking dependencies, and driving adjustments when projects diverge from goals or timelines.  

  • Define success criteria and performance metrics for portfolio programs, ensure required telemetry and reporting are in place, and use these insights to inform risk mitigation plans and prioritization decisions for regional delivery.  

  • Develop and run portfolio rhythms of business and status reporting that provide a single, trusted view of milestones, risks, and capacity impacts, enabling timely decisions by leadership and partner teams.  

  • Partner with engineering, design, operations, and other stakeholders to implement automated systems, tools, and workflows that improve operational reliability, reduce manual reporting effort, and enhance overall program management best practices. 

  • Manage cross functional initiatives, focusing on cross-organizational efficiencies and decision making that enable scale through streamlined rhythm of business, tools and processes. 

  • Leverage technical acumen in mechanical/electrical systems, structures, and networking infrastructure to facilitate engineering problem solving. 

  • Drive business results through a regimented focus on key performance indicators and business goals, promoting clarity and motivation to the project team to execute on time, under budget, while delivering high quality results with zero rework. 

  • Deliver on ambiguous projects with multiple stakeholders, unclear requirements, and incomplete data. 

  • Differentiate Microsoft data center delivery to create a competitive advantage by applying ‘Best in Class’ project and program management expertise. 

  • Design and drive implementation of reporting by interfacing with business, engineering, finance, operations, and systems teams to provide actionable insights. 

  • Use experience and expertise to improve and/or deploy templates, automation, and processes. 

  • Drive enablement for partner teams utilizing process improvements and standardization to improve delivery execution.

Qualifications

Required/Minimum Qualifications 

  • Bachelor's Degree in Engineering, Business, Construction Management, Data Analytics/Science AND 2+ years experience in engineering, planning, product/technical program management, execution, data analysis, across large-scale complex organizations within mission critical spaces. or product development OR equivalent experience. 

  • 1+ year(s) of experience managing cross-functional and/or cross-team projects projects related to architecture, engineering, procurement, construction management, networking, building management/monitoring or equivalent. 

Other Requirements:   

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:   

Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. 

Preferred Qualifications 

  •  Bachelor's Degree in Engineering, Business, Construction Management, Data Analytics/Science AND 8years experience in engineering, planning, technical program management, execution, data analysis, across large-scale complex organizations within mission critical spaces OR equivalent 

  • 6+ years of experience managing cross-functional and/or cross-team projects related to architecture, engineering, procurement, construction management, networking, building management/monitoring or equivalent. 

  • Datacenter construction or comparable complex infrastructure/construction experience and strong program facilitation,  

  • Demonstrates subject matter expertise on key functional areas of engineering, procurement, construction, mechanical, electrical, networking, and building automation systems. 

  • Expertise working with large-scale data sets and analytics tools (e.g. PowerBI, PowerApps) to derive insights and make process improvements. 

  • Comfortable working at the Executive level within a highly matrixed organization. 

  • Experience driving execution with hyper-scale cloud engineering groups. 

  • Technical program management experience managing scope, schedule, budget, quality, people, risk, and communications. 

  • Demonstrates leadership skills and experience working with large, diverse teams. 

  • Understanding of business and financial objectives and plans accordingly. 

  • Demonstrates technical excellence in learning and applying successful strategies and implementing improvements to engineering methods and quality practices across the data center delivery portfolio. 

  • MBA or equivalent advanced degree. 

  • Experience managing large scale construction or network infrastructure projects. 

  • Understanding of contract language. 

  • Excellent facilitation and communication skills, with the ability to distill complex, fast-moving data into a clear, decision-ready insights for stakeholders.


Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $102,100 - $202,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $133,800 - $219,200 per year.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
