The Proposal Pricing Analyst is a critical member of the business development and proposal team at 9th Way Insignia.This role is responsible for developing, analyzing, and finalizing cost and pricing proposals in compliance with federal regulations, client requirements, and corporate policies. The successful candidate will ensure pricing strategies align with technical solutions and business goals to enhance the company’s competitive position.
Primary Roles & Responsibilities

  • Pricing Development:
    • Analyze RFPs, RFQs, and other solicitation documents to understand pricing requirements and compliance mandates.
    • Develop detailed cost models and pricing strategies, ensuring alignment with technical proposals.
    • Collaborate with technical, program management, and subcontractor teams to gather necessary inputs for pricing.
  • Cost Analysis and Compliance:
    • Perform cost and price analyses to ensure proposals are competitive and compliant with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable guidelines.
    • Prepare and validate cost data, including direct labor, indirect rates, material costs, subcontractor costs, and other direct expenses.
    • Conduct "what-if" analyses to model potential cost scenarios and identify risks.
  • Proposal Support:
    • Coordinate with business development team members to ensure integration of pricing with technical and management volumes.
    • Develop supporting documentation, including Basis of Estimates (BOEs), cost narratives, and price-to-win analyses.
    • Respond to customer and auditor requests for additional information or clarification regarding pricing submissions.
  • Process Improvement:
    • Identify and implement best practices and tools to improve pricing strategies and processes.
    • Maintain and update pricing templates and databases to ensure accuracy and efficiency.

Required Skills And Experience

  • Bachelor’s degree in Finance, Business Administration, Accounting, or a related field (Master’s degree preferred). Additional experience in lieu of a degree will be considered
  • Minimum 3-5 years of experience in federal proposal pricing or cost analysis, preferably in the government contracting industry.
  • Proficiency in Microsoft Excel, including advanced functions such as pivot tables, macros, and financial modeling.
  • Understanding of federal contracting regulations, including FAR and DFARS.
  • Strong analytical and problem-solving skills with a high level of attention to detail.
  • Excellent written and verbal communication skills, including the ability to create clear and compelling cost narratives.
  • Proven ability to manage multiple tasks and deadlines in a fast-paced environment.
  • Collaborative mindset with the ability to work effectively across teams and departments.
  • Comfortable with a fast-paced agency environment and a variety of client service tasks.
Salary Range
$80,000$95,000 USD
