The ESY & Specialized Homebound Program Manager provides districtwide leadership and oversight for the implementation of the federal Individuals with Disabilities Education Act (IDEA) and the Exceptional Children’s Education Act (ECEA) as they relate to Extended School Year (ESY) and specialized Homebound services. Provides legal, policy, and operational guidance to support IEP teams and school based staff in ensuring compliance, effective program implementation, and appropriate services for students with disabilities.


Lead the planning, coordination, and implementation of districtwide ESY programming, and oversees specialized Homebound services for students across the district. The role works collaboratively with school teams, district departments, and other stakeholders to address complex special education matters, strengthen service delivery, and ensure alignment with IDEA and ECEA requirements. Analyzes district level trends and data, identifies opportunities for improvement, and leads strategic initiatives that strengthen special education systems, processes, and outcomes related to ESY and specialized Homebound services.

What You'll Do:
 
  • Lead and oversee the Extended School Year (ESY) Program, including program planning and implementation, IEP audits, site leader oversight, staff training, materials, budget management, and communication with families and stakeholders
  • Coordinate and oversee specialized Homebound services for eligible students, ensuring services are implemented in accordance with student IEPs and applicable requirements
  • Consult with school teams regarding Homebound placements, including consideration of the least restrictive environment (LRE) and appropriate services and supports
  • Provide districtwide oversight and guidance for IDEA and ECEA implementation related to ESY and specialized Homebound services, collaborating with legal counsel, school teams, and district departments to address compliance and complex special education matters
  • Develop and maintain program resources, guidance, communications, and reports to support consistent implementation of ESY and specialized Homebound services and promote awareness among families, staff, internal and external stakeholders, and partner agencies
  • Coordinate and facilitate professional learning and technical assistance for schools and district teams on specialized instruction, inclusion, curricular resources, and universal supports that promote effective, standards aligned instruction
  • Lead process improvement and strategic planning related to special education practices and the IEP process, ensuring alignment with district goals and strategic priorities
  • Analyze district level special education data and trends, including IEP compliance, assessment outcomes, complaints, due process, and school support patterns, to identify systemic needs and inform continuous improvement
  • Lead staffing and performance responsibilities for ESY Site Leaders, Full-Time Itinerant Homebound Special Educators, and hourly Homebound and special service providers, including hiring and applicable evaluation responsibilities
  • Maintain current knowledge of applicable laws, regulations, and policies and collaborate across district departments to ensure student needs are met and ESY and specialized Homebound services are implemented effectively
  • Other duties as assigned

 
What You’ll Need:
  • Bachelor's Degree in Special Education or Related Field is required;
  • Master's Degree in Special Education or Related Field is preferred
  • Three (3+) years of experience in Extended School Year or Special Education
  • Administrator or Special Ed Director Licensure with the Colorado Department of Education is preferred
  • Two (2+) years of experience working effectively with adult learners with prior experience as an instructional coach, mentor, or staff developer is strongly preferred
  • Knowledge of applicable laws and regulations
  • Work style that yields high results when working independently or as part of a team
  • Ability to foster effective relationships with district staff, schools, and external partners
  • Strong organizational and analytic skills and strong attention to detail
  • Ability to develop, plan, and implement short- and long-range goals, establish priorities, and organize resources
  • Ability to multi-task without compromising integrity or fidelity
  • Experience and proficiency with Google Suite Application's
  • Effectively handle multiple demands and competing deadlines
  • Inspired, visionary who can foster/generate excitement, buy-in and understanding with colleagues and employees outside of the team
  • High degree of integrity in handling confidential information
  • Excellent verbal and written communication skills
  • Innovative and entrepreneurial with the ability to think outside the box to develop creative solutions
  • Well developed conflict resolution, mediation, and persuasion skills
  • Knowledge of the IEP process and implementation of recommended services
  • Bilingual in English / Spanish is preferred
