Database Administrator - Oracle to PostgreSQL

We’re looking for a skilled Database Administrator (DBA) with deep expertise in migrating enterprise workloads from Oracle to PostgreSQL in cloud and hybrid environments. In this role, you’ll assess and lead database migration efforts, optimize performance in PostgreSQL, and use AWS-native tools to ensure secure and seamless transformation. As a Database Administrator you will:
- Lead the assessment, planning, and execution of Oracle to PostgreSQL migration projects.
- Perform schema conversion, data mapping, and validation to ensure accurate transformation and integrity.
- Develop and optimize PostgreSQL databases to meet performance, availability, and security requirements.
- Use AWS-native services like Database Migration Service (DMS), Schema Conversion Tool (SCT), and RDS PostgreSQL.
- Collaborate with development and DevSecOps teams to integrate migrated databases into application ecosystems.
- Implement database security controls aligned with federal compliance standards such as NIST 800-53 and FedRAMP.
- Develop backup strategies, high availability configurations, and disaster recovery plans for PostgreSQL environments.
- Document migration procedures, tuning recommendations, and SOPs for operational handover.
- Support cloud-native and hybrid database configurations aligned with the government’s multi-cloud architecture.
- Contribute to documenting 'As-Is' and 'To-Be' database architectures and phased migration plans.
- Assist with System Engineering Management (SEM) artifacts including validation plans and failover testing.
- Participate in Disaster Recovery planning, documentation, and execution for cloud-based database systems.
Ensure quality assurance and compliance with data availability and integrity throughout migration lifecycle.
- Minimum of 8 years of professional IT experience working with cloud technologies, preferably AWS.
- Bachelor’s degree in Computer Science, Engineering, or a related field.
- US Citizenship Required.
- 2+ years of experience migrating enterprise databases from Oracle to PostgreSQL in cloud or hybrid environments with demonstrable experience in handling large datasets and complex database architectures during the migration process.
- Hands-on expertise with AWS Database Migration Service (DMS) and Schema Conversion Tool (SCT) with documented examples of past migration projects.
- Expert command of SQL, PL/pgSQL, and performance tuning techniques in PostgreSQL, including query optimization and indexing strategies specifically for PostgreSQL environment.
- Scripting skills (e.g., Shell, Python) for automation of migration-related tasks.
- Familiarity with tools and utilities for data migration like Oracle Data Pump, pg_dump, and third-party tools such as ora2pg, AWS Database Migration Service, or other ETL tools.
- Experience in setting up test environments and performing migration dry runs.
- Skills in data validation and reconciliation to ensure data integrity post-migration.
- Experience with database security hardening, encryption, and auditing.
- Understanding of federal data security standards including NIST RMF and FedRAMP.
- Familiarity with CI/CD pipelines, database automation, and Git-based version control.
- Experience contributing to Disaster Recovery Exercises (DREs) and technical documentation for cloud-based databases.
- Familiarity with configuration baselines, automated patching, and secure data handling practices.
- Experience managing or supporting System Security Plans (SSPs) and Authority to Operate (ATO) documentation.
Preferred Qualifications
- AWS Certified Database – Specialty or Solutions Architect – Associate/Professional.
- Certified PostgreSQL DBA or Oracle Certified Professional (OCP).
- Experience with cloud-native PostgreSQL services such as Amazon RDS and Aurora PostgreSQL.
- Knowledge of legacy Oracle features and how to modernize them in open-source environments.
- Experience supporting data replication, failover, and recovery scenarios across cloud regions.
- Experience migrating mission-critical databases to PostgreSQL within federal cloud environments.
- Understanding of application rationalization strategies and data tiering for Oracle-to-cloud transitions.
