The Center for Improving Value in Health Care (CIVHC) is an independent non-profit that equips partners and communities in Colorado and across the nation with the resources, services and unbiased data needed to improve health and health care. As the designated administrator of Colorado’s All Payer Claims Database (CO APCD), CIVHC oversees the collection of health care claims from Colorado’s public and private health care insurers and uses that information to promote price transparency, inform policy, advance health equity, conduct research, and much more. Job Summary:
The Vice President (VP) of Data Solutions is an executive leadership position responsible for developing and executing CIVHC’s comprehensive data strategy. This role oversees the organization’s largest and most complex department, which includes data solutions, analytics, data quality, and research and evaluation. The VP will supervise the Director of Data Development, Manager of Data Quality, and Director of Research & Evaluation, leading a multidisciplinary team that powers CIVHC's mission to equip partners and communities in Colorado and across the nation with the resources, services, and unbiased data needed to improve health and health care.
The VP of Data Solutions provides strategic and operational leadership across all data service functions, ensuring high-quality, timely, and actionable information for internal and external partners. This leader guides the planning, budgeting, execution, and continuous improvement of CIVHC’s data infrastructure and reporting capabilities. They are also responsible for implementing CIVHC’s data-driven strategic plan, fostering staff development, and strengthening relationships with external data vendors and partners.
The VP of Data Solutions will integrate forward-thinking, community-centered innovation with scalable data services. The ideal candidate brings a strong commitment to equity, the ability to communicate complex information to diverse audiences, and a visionary mindset to leverage data for transformative health outcomes across Colorado and beyond. CIVHC’s Executive Leadership works together in a highly collaborative and cooperative team; as a member of this team, the VP will help develop and support organizational strategy, sustainability efforts, and cross-sector collaborations.
The VP will work in close partnership with the Chief Technology Officer (CTO), who provides strategic oversight across all data and technical domains. While the VP leads and manages the day-to-day operations and vision of the Data Solutions department, the CTO supports alignment with broader organizational goals and ensures technical cohesion across departments.
Supervisory Responsibilities:
- Supervises the Director of Data Development, Manager of Data Quality, and Director of Research.
- Oversees the daily workflow of the department.
- Supports leadership development and succession planning across the Data Solutions department.
- Interviews, hires, and trains new staff.
- Provides constructive and timely performance evaluations.
Duties/Responsibilities/Essential Functions:
- Lead the strategic direction of the Data Solutions department in alignment with CIVHC's mission and goals.
- Foster cross-team collaboration to develop analytic solutions that advance health policy and promote equitable care in Colorado and nationwide.
- Oversee the management and evolution of the Colorado All Payer Claims Database (CO APCD), ensuring high standards of data quality, security, and usability.
- Provide executive oversight for the delivery of analytics products, public and custom reports, and health equity evaluations.
- Craft and implement a strategy in collaboration with the CTO and executive leadership to ensure financial sustainability for all data solution services and teams.
- Cultivate a collaborative and inclusive department culture, focused on staff growth and technical excellence.
- Ensure timely and accurate deliverables by guiding cross-functional collaboration and resource allocation.
- Represent CIVHC in state and national forums, strengthening external partnerships and thought leadership.
- Support collaborative multi-state initiatives to advance CIVHC’s mission.
- Manage department budgets, contracts, vendor relationships, and grant-funded initiatives.
- Collaborate with executive leadership to integrate data solutions into enterprise-wide initiatives and organizational strategic plans.
- Establish and monitor internal performance metrics and continuous improvement efforts.
- Identify emerging technologies, methods, and practices that enhance CIVHC’s data capabilities.
- Build and sustain relationships with community-based organizations, academic institutions, and government entities to increase impact and relevance of data solutions.

Education and Experience:
- Master’s degree in public health, business, data science, statistics, health administration, or a related field; or a 10-year combination of education and/or progressive experience.
- Minimum of 8 years of experience in progressively responsible roles related to health care analytics, health data management, or related technical functions.
- Minimum of 5 years of experience supervising a team of people managers or senior-level technical staff.
- Experience with claims data, APCD environments, and/or large-scale health data systems preferred.
- Demonstrated experience managing budgets, projects, and strategic initiatives.
Physical Requirements:

- Reaching and stretching to access files or equipment.
- Lifting and carrying light objects such as papers or office supplies.
- Walking short distances within the office environment.
- Operating office equipment such as printers, copiers, and fax machines.
- Occasionally bending or stooping to retrieve items from lower shelves or cabinets.
- Maintaining good posture to prevent discomfort or strain.
- Using a telephone or headset for communication.
- Ability to focus and concentrate for prolonged periods.
Working Environment:
This position is based in Denver, Colorado and only applicants that live within commuting distance to Denver, or plan to relocate to a commutable distance will be considered for this role. Limited relocation assistance may be available for out of state candidates. CIVHC operates in a hybrid work environment with a requirement of at least 1-day per week in the office.
This position involves long-term sitting, computer /desk work, some walking and standing, minimal light lifting, in an office environment. Virtual, phone, and in-person communication. Some overnight travel may be required, less than 5%.

Compensation and Benefits:
The salary range for this position is $150,000 – $160,000 annually, based on relevant experience, education, and internal equity.
