Overview

Nakupuna Companies seeks a TB Technical Officer in the Office of Program Transition and Supply Chain (PTSC). PTSC leads the Department of State’s health systems transition planning on behalf of the Bureau of Global Health Security and Diplomacy (GHSD). In this capacity, PTSC develops and oversees the execution of bilateral transition MOUs and country implementation plans, establishing requirements, standards, targets, and timelines, and monitoring progress against those plans. PTSC also serves as GHSD’s center of excellence for private-sector engagement, private-finance mobilization, and economic analysis. In addition, the office oversees the global supply chain contract, ensuring the safe, timely, and effective delivery of HIV, malaria, and TB commodities to more than 70 countries on a regular and ongoing basis. 


The TB Technical Advisor will play a critical role in advancing global efforts to combat tuberculosis through biomedical innovation and robust program management. This position supports the Department of State’s America First Global Health Strategy (AFGHS) and mission to make America safer, stronger and more prosperous through improvement of global health security and reduction of TB burden, particularly in high-prevalence countries. The Advisor will provide technical leadership, strategic guidance, and backstopping support to countries with their operational oversight for TB programs, ensuring alignment with U.S. government priorities and international best practices. 


This position is being advertised to build a pool of qualified candidates for anticipated future openings. The position is contingent upon government approval and funding and is not currently available for immediate hire. Qualified applicants will be contacted if and when the position is authorized.

  • Technical Leadership: Lead global technical engagement and provide high-level technical support to countries for the design, implementation, and scale-up of TB innovative approaches. 
  • Program and Award Management: Support with overseeing the selection, rollout, and monitoring of biomedical innovations, ensuring effective management of awards and compliance with donor and U.S. government requirements. 
  • Strategic Planning: Contribute to the design and selection of new program instruments, performance metrics, and milestone-based management systems to drive program effectiveness and accountability. 
  • Reporting and Compliance: Ensure timely and accurate preparation of Congressional reports, briefings, and other required documentation, maintaining strict adherence to reporting standards and deadlines. 
  • Capacity Building: Develop and disseminate technical guidance, tools, and training materials to strengthen country and partner capacity in biomedical innovation and award management. 
  • Monitoring and Evaluation: Monitor program performance, identify implementation challenges, and recommend adaptive strategies to improve outcomes and address emerging issues. 

Deliverables: 

  • Comprehensive award management plans and oversight reports. 
  • Technical guidance documents, tools, and training materials to support the rollout of biomedical innovations. 
  • Inputs and recommendations for the design and selection of new program instruments and performance metrics. 
  • Timely and accurate Congressional reports and briefings. 
  • Regular progress reports and a final summary report detailing achievements, challenges, and recommendations for future programming. 
Qualifications

Skills/Qualifications: 

  • Advanced expertise in TB prevention and care (diagnosis, treatment, prevention), TB surveillance, and TB co-morbidities.  Experience with design, implementation and evaluation of integrated health programming, and public health program management. 
  • Strong analytical skills, including the development and application of performance metrics and milestone-based management approaches. 
  • Excellent written and verbal communication skills, with the ability to convey complex technical information to diverse audiences. 
  • Demonstrated ability to engage and build capacity among ministries of health, donors, implementing partners, and other stakeholders. 
  • Strong organizational skills and the ability to manage multiple priorities under tight deadlines. 
  • Familiarity with U.S. government regulations, Congressional reporting requirements, and international donor processes. 

Education and Experience:  

  • Master’s degree or higher in Public Health, Biomedical Sciences, Health Policy, or a closely related field. 
  • Minimum of 8 years of progressively responsible experience in TB, M/DR-TB, global health, program management, and effective provision of technical support to high-burden TB countries. 
  • Demonstrated experience in managing large-scale health portfolios, including oversight of multi-country or multi-partner initiatives. 
  • Proven track record in award management, including compliance, monitoring, and reporting. 
  • Experience preparing and submitting Congressional reports and briefings. 

Work Schedule: Position is full-time, 40 hours per week (Monday-Friday) 

  

Travel: Occasional domestic and international travel required, including travel to meetings, conferences, and multilateral engagements (25% international travel).


Clearance Requirements: Must possess a Secret-level security clearance. Must be a U.S. citizen. 


The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $140,500 to $165,500 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
