Talent Acquisition Operations Lead

Location: Pittsburgh, PA (Hybrid)

Classification: Exempt

Status: Full-Time

Purpose

The Talent Acquisition Operations Lead is accountable for designing, owning, and continuously optimizing the operational infrastructure that enables a high-performing Talent Acquisition function. This role serves as the strategic owner of recruiting operations, recruiting technology, data governance, workforce planning support, reporting, compliance, and process excellence.

Working closely with the Director of Talent Acquisition, this position translates talent acquisition strategy into scalable operational execution. The Talent Acquisition Operations Lead creates and implements processes, technology solutions, governance frameworks, and reporting mechanisms that drive efficiency, consistency, accountability, and an exceptional hiring experience across the organization.

This role is responsible for establishing operational standards, creating sustainable solutions to support organizational growth, and ensuring Talent Acquisition operates as a data-driven, highly effective business function. The individual partners closely with HR, Finance, IT, Compliance, and business leaders to influence decision-making, improve operational performance, and drive enterprise-wide hiring outcomes.

Responsibilities

Talent Acquisition Operations Leadership

  • Owns the operational, infrastructure, and execution of the Talent Acquisition function.
  • Creates scalable processes, operating procedures, and governance practices that support organizational growth.
  • Establishes accountability measures and operational controls across the recruiting lifecycle.
  • Drives continuous improvement initiatives that increase efficiency, candidate experience, hiring manager satisfaction, and recruiter effectiveness.
  • Identifies operational risks, process gaps, and opportunities for improvement; develop and implement sustainable solutions.
  • Serves as the subject matter expert for Talent Acquisition Operations and advise leadership on operational best practices.

Applicant Tracking System (ATS) & Recruitment Technology Ownership

  • Own the administration, optimization, and long-term roadmap for the Applicant Tracking System and related recruiting technologies.
  • Creates system enhancements, workflow configurations, automation solutions, and reporting capabilities that improve operational effectiveness.
  • Accountable for ATS data integrity, system adoption, user experience, and compliance.
  • Leads implementation, testing, upgrades, integrations, and change management initiatives related to recruitment technologies.
  • Develops and executes training strategies that maximize technology utilization and adoption.
  • Partners with vendors and internal stakeholders to identify and implement innovative technology solutions.

Recruiting Analytics, Workforce Planning & Business Intelligence

  • Owns Talent Acquisition reporting, analytics, and workforce planning support.
  • Creates executive-level dashboards and actionable insights that support strategic hiring decisions.
  • Establishes performance metrics, scorecards, and operational KPIs that drive accountability across the hiring process.
  • Analyzes recruiting trends and make recommendations to improve hiring outcomes, forecasting accuracy, and resource allocation.
  • Presents data-driven insights and operational recommendations to HR and business leadership.
  • Accountable for the accuracy, integrity, and interpretation of recruiting data.
  • Tracks, analyzes, and influences key metrics including:

    • Offer Acceptance Rate
    • Source Effectiveness
    • Pipeline Health

Hiring Manager & Recruiter Enablement

  • Creates tools, programs, and resources that improve hiring manager capability and recruiting effectiveness.
  • Owns execution of recruiting process education and ensures consistent adoption of hiring standards across the organization.
  • Develops scalable training materials, job aids, communication strategies, and process documentation.
  • Drives accountability for compliance with recruiting processes and interview standards.
  • Supports implementation of structured interviewing, competency-based selection, and hiring best practices.

Compliance, Governance & Risk Management

  • Owns Talent Acquisition compliance programs, audit readiness, and recruiting governance processes.
  • Accountable for ensuring recruiting activities comply with company policies, employment laws, and regulatory requirements.
  • Establishes controls to ensure data quality, documentation accuracy, and process adherence.
  • Leads audits of job requisitions, candidate records, system permissions, and hiring documentation.
  • Supports OFCCP, EEO, data privacy, and other applicable compliance initiatives.

Vendor Management & Strategic Projects

  • Owns relationships with Talent Acquisition vendors, technology providers, and external partners.
  • Creates vendor performance scorecards and service-level expectations.
  • Leads cross-functional projects focused on operational excellence, technology enhancements, and process transformation.
  • Evaluates emerging technologies and create business cases that support continuous innovation within Talent Acquisition.
  • Accountable for successful implementation and adoption of operational initiatives and system improvements.

Required Qualifications

  • Bachelor's degree or equivalent experience
  • 8-10+ years of Talent Acquisition Operations, Recruiting Operations, HR Operations, or related experience.
  • Demonstrated experience owning recruiting operations programs, systems, and enterprise-level initiatives.
  • Advanced ATS administration and recruiting technology expertise.
  • Strong business intelligence, analytics, dashboard creation, and reporting experience.
  • Experience creating scalable processes and driving operational improvements within a growing organization.
  • Advanced Excel skills and experience leveraging data to influence decision-making.
  • Proven project management and change management experience.
  • Demonstrated ability to influence leaders and drive accountability without direct authority.

Preferred Qualifications

  • Healthcare, specialty pharmacy, life sciences, or highly regulated industry experience.
  • Experience leading ATS implementations, migrations, or major technology transformations.
  • Power BI, Tableau, or advanced reporting platform experience.
  • Lean, Six Sigma, PMP, SHRM, HRCI, or related certification.
  • Experience building workforce planning, talent analytics, and recruiting governance frameworks.

Work Environment

This job functions in a professional home or office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and fax machines.
