Job Summary

KBR is seeking a highly motivated Sr. Manager, Subcontracts & Procurement to oversee and perform a full range of procurement and subcontract administration/management activities associated with Federal Acquisition Regulation (FAR) compliance across multiple contract types. This includes oversight of supplier qualification, issuing requests for proposals, evaluating proposals, and maintaining subcontract files in accordance with established procedures. The successful candidate will be responsible for managing subcontracting work on a project and ensuring the seamless integration of subcontract work within the broader program, including cost, schedule, technical, and quality management.

Under broad direction, the Sr. Procurement & Subcontracts Manager will be accountable for the performance and results of multiple related disciplines or sub-groups within the function, managing the delivery of functional objectives by providing leadership and direction to managers or professional staff. Additionally, the role involves participating in the development of functional strategy and may include responsibility for global processes and procedures.

Roles and Responsibilities

  • Drive all aspects of major subcontract execution including cost, schedule, technical, and quality performance, ensuring full integration of subcontract work within the program (e.g., proposals, negotiations, contract execution).

  • Oversee the entire procurement cycle, coordinating between KBR’s technical team and suppliers across various functional teams, including Program Management, Small Business Liaison Officers, Finance & Accounting, IT Management, and Executive Management.

  • Serve as the primary point of contact between the subcontractor and project management team, remaining accountable to Supply Chain leadership.

  • Develop and sustain long-standing relationships with company-approved vendors (subcontractors).

  • Assist in developing subcontract specifications, work statements, and terms & conditions for specialized materials, equipment, and services.

  • Lead key supplier negotiations regarding cost, terms & conditions, and long-term agreements.

  • Provide oversight of price negotiations, quantity, and delivery schedules with critical suppliers.

  • Prepare subcontract documents in accordance with company policies and procedures assuring compliance with Government and Company requirements; Obtains appropriate approvals prior to issuance of Purchase Orders, Subcontract Agreements, and Service Agreements.

  • Review and administer subcontracts to ensure satisfactory progress and compliance with scope of work, as well as the terms and conditions of the subcontract. Identify problems that threaten contractor performance; collect end-user feedback and identify areas requiring improvements or corrective action; recommend actions when subcontractor is not in compliance with subcontract clauses and provisions, or require subcontractor corrective action plan.

  • Conduct interviews with new vendors and inform approved vendors of their responsibilities and obligations.

  • Work in close coordination with Legal Counsel to ensure that all Subcontracts relating to product procurement contain all details of the final negotiation(s).

  • Manage subcontract funding, modifications, and change orders in support of customer demands and all other aspects of day-to-day subcontract administration.

  • Control costs, manage cost avoidance, and perform price analysis as required.

  • Develop processes to routinely assess, track, evaluate, and document subcontractors’ quality, execution, and performance.

  • Measure, manage, and improve supplier performance, initiating corrective actions when necessary.

  • Analyze and independently resolve or coordinate resolution of technical and administrative problems involving subcontracts and procurement.

  • Research market trends to maintain a world-class procurement environment.

  • Conduct ad-hoc analysis as requested by upper management and corporate supply chain leadership.

  • Implement initiatives to improve efficiency and sustain KPIs.

  • Implement GR/IR strategies to promote timely payment to suppliers.

  • Implement FAR, DFARS, and other Contractual requirements as flowed down through the subcontract agreement.

  • Protect the company’s interest and ensure compliance with company policies, legal and regulatory requirements.

Basic Qualifications

  • Education: Bachelor’s degree required; Master’s degree highly desired. 

  • Experience: typically 15+ years of experience in procurement and subcontract management, with at least 5 years in a management role.

  • Minimum 8-10 years of subcontracts management experience with negotiating Master Service Agreements and complex Subcontract Agreements.

  • Proven experience in establishing scope of work and writing technical or non-technical documentation including Specifications, Statements of Work, Contracts/Subcontracts, and Supplier Deliverables.

  • Experience supporting all subcontract types (IDIQ, Cost Reimbursable, Fixed Price, etc.), negotiations, terms and conditions, incentive arrangements, and order placement.

  • US Government Contract Experience is highly desirable; specifically, experience with LOGCAP.

  • Strong working knowledge of FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement).

  • Significant experience negotiating Subcontract Agreements valued in the $25-$50M range.

  • Experience managing and leading 25+ supply chain personnel is favorable.

  • Proven experience managing Subcontract Administrators and Subcontract Supervisors.

  • Excellent English communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, and management.

  • Ability to communicate effectively at all organizational levels, including with international teams and suppliers.

  • Strong project management, negotiation, and conflict resolution skills.

  • Strong background with Cost Analysis and Price Analysis.

  • Strong Familiarity with IDIQ (Indefinite Delivery-Indefinite Quantity) type contracts.

  • Significant experience working with and/or leading audits with DCMA including CPSR Audits.

  • Attention to detail and the ability to solve complex problems with excellent organizational skills.

  • Background Check Required.

Preferred Qualifications

  • Government Contractor / Government Solutions experience highly desirable.

  • Experience managing international customer/supplier relationships.

  • Proficiency in developing and tracking internal metrics.

  • Desire to work in a collaborative environment and effectively lead a diverse team.

  • Strong ability to implement GR/IR strategies to promote on-time payment to suppliers.

  • In-depth understanding of global procurement processes and supply chain management.

  • Strong leadership and mentoring skills, with the ability to guide a team to achieve objectives and maximize their potential.

  • Ability to drive initiatives to improve efficiency and sustain KPIs.

The compensation range that we expect to pay for this position is between $165-245k. Ultimate compensation will depend on candidate location and experience.
