Concurrent Technologies Corporation (CTC) is seeking a qualified and proactive Senior Program Analyst to support federal capital investment and infrastructure initiatives within the Energy, Resilience and Sustainability (ERS) Division. This position will support the ERS Division’s client, Marine Corps Installations Command (MCICOM), Facilities Directorate (GF) Professional Services, providing programmatic support for government special projects that advance infrastructure resilience, energy security, mission readiness, and the long-term sustainability of federal installations and assets.

The ideal candidate will have a strong background supporting Marine Corps, Department of Defense (DoD) facilities, NAVFAC, or other federal infrastructure programs and be comfortable working in a complex, multi-stakeholder environment. The position requires strong analytical, organizational, communication, and coordination skills, with the ability to support project planning, track program activities, and facilitate collaboration among government, contractor, and technical stakeholders.

Key Responsibilities:

  • Develop and maintain project plans, timelines, and routine status updates to support Government oversight of assigned special projects.
  • Identify potential project risks and issues and prepare monthly risk reports with practical mitigation recommendations.
  • Provide day‑to‑day project management support for special projects, including installations outside regional command structures and initiatives such as DOTMLPF/C CD&I, AFFF replacement, Hangar Fire Suppression Systems, and ICD‑705.
  • Coordinate communication and collaboration among multiple stakeholders—including MCICOM directorates, installations, regions, Government agencies, and architect/engineer firms—by organizing weekly meetings, drafting agendas and minutes, managing logistics, and assembling post‑meeting materials.
  • Prepare planning, scheduling, design, and modification documentation for MILCON and FSRM projects, along with draft budget and funding documents for Government review.
  • Enter and maintain accurate project data across systems such as FIWEB, eProjects, PBIS, USMCMax, SMSBuilder, DAI, and iNFADS.
  • Assist in preparing project closeout materials, including draft lessons learned and best‑practice summaries for Government consideration.     


Basic Qualifications:

  • Bachelor’s degree in a relevant discipline (e.g., business, engineering, public policy, public administration).
  • 4+ years of experience supporting Government or DoD/DON/USMC programs, real estate/real property management, MILCON project development, or capital investment.
  • Working knowledge of project planning tools and methodologies, including scheduling, risk tracking, and status reporting.
  • Ability to coordinate and communicate effectively with multiple stakeholders, including technical teams, Government agencies, and contractor personnel.
  • Experience preparing project documentation such as project plans, meeting minutes, agendas, and budget-related materials.
  • Familiarity with project management or facilities management systems (e.g., FIWEB, PBIS, eProjects, USMCMax, SMSBuilder, DAI).
  • Strong organizational skills with the ability to manage multiple projects and competing priorities under tight deadlines.
  • Proficiency with Microsoft tools, including MS Teams, Word, Excel, and PowerPoint.


Preferred Qualifications

  • Master's degree is relevant discipline
  • Direct experience supporting Marine Corps installations facilities programs
  • Familiarity with lifecycle management, asset accountability, or real property systems.
  • Experience facilitating workshops, conferences, or multi-day events
  • Advanced Excel and PowerPoint capability, including dashboards, automation, and complex data visualization.
  • Professional certifications such as PMP or equivalent
