New hires are typically brought into the organization with a starting pay between $80,217-$99,000/year, based on experience and education. This position is located at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202.

The City and County of Denver supports a hybrid workplace model. Employees’ physical work location is based upon the position’s job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements. Our current practice requires in-office work for all employees for a minimum of three days per week. Business needs and initial onboarding may require additional days in the office.

The City and County of Denver’s Community Planning and Development Department (CPD) is seeking a highly motivated and creative individual to fill a Senior City Planner - Rezoning position with a focus on rezonings and plan implementation in our Planning and Policy Division’s Regulatory Planning Team. The ideal candidates will offer experience in project management, development regulations, and implementing plans through regulatory tools with a strong commitment to advancing equity and the City’s adopted plans.

The Senior City Planner will primarily focus on leading complex rezonings, also known as map amendments, to city council decisions. The position will manage a wide range of rezonings from privately initiated rezonings to councilmember- and CPD-led legislative rezonings. The planner may also support other regulatory implementation efforts.

Key responsibilities will include:

  • Lead rezoning applications, including customer support, management of internal and public review, drafting staff reports, presenting to Planning Board and City Council, and ensuring outcomes further the City’s adopted plans.

  • Coordinate review of rezonings with ongoing initiatives in other work groups, such as text amendments, development and infrastructure review of large sites, and neighborhood plans.

  • Assist with negotiation of development agreements and other commitments related to rezonings, related to topics such as housing, open space, and/or community serving uses.

  • Proactively engage with internal and external partners, including facilitating meetings, making effective presentations, and bringing together stakeholders to anticipate and resolve issues.

  • Contribute to efforts to improve the rezoning process to make it more equitable, transparent, and efficient.

  • Support efforts to implement adopted plans, such as identifying rezoning implementation opportunities, writing zoning regulations and design guidelines, reviewing of development projects and comprehensive sign plans, and working with other implementing agencies and organizations.

  • Experience in regulatory planning, ideally with direct experience managing rezonings

  • Experience with development regulations, especially zoning code, and implementing plans

  • A solid understanding of how regulatory implementation comes together with long term planning

  • Experience leading interdisciplinary teams and engaging with a wide range of staff and departments

  • Political savvy; experience with negotiating positive outcomes and navigating complex political contexts

  • Experience with integrating equity into planning/regulatory work

  • Strong Leadership skills; Project Management skills

  • Excellent interpersonal and customer service skills

  • Excellent written and verbal communication skills including public speaking

  • Strong attention to detail and organizational skills

  • Self-motivation and is motivated to help others

  • Proficiency in the Spanish language- speaking, reading and writing (helpful, not required)

  • Familiarity with GIS (helpful, not required)

Required Minimum Qualifications

  • Education: Bachelor’s Degree in City or Regional Planning, Architecture, Landscape Architecture, Historic Preservation, Engineering, or a related degree

  • Experience: Five (5) years of professional planning experience

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education

  • Additional appropriate education may be substituted for the minimum experience requirements
