The Revenue Cycle Policy Analyst (Staff Consultant II) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract, contributing to development of the enterprise policy, compliance, and standardization framework for back-end revenue cycle operations, spanning billing and follow-up, at more than 130 Military Treatment Facilities (MTFs). This role helps develop enterprise standard operating procedures (SOPs), internal controls, and policy updates, and drafts workflows, RACI (responsible, accountable, consulted, informed) matrices, and compliance documentation that standardize revenue cycle operations and strengthen compliance and audit readiness. The Staff II Policy Analyst works with DHA UBO leadership, MTF stakeholders, the UBO Process Action Team (PAT), and the program team to produce clear, compliant, and executable policy and procedure.

This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.

Responsibilities:

  • Support enterprise SOP development: draft and maintain standard operating procedures, job aids, and workflows for back-end revenue cycle operations, spanning billing and follow-up.
  • Draft workflows and process maps, documenting current-state and future-state processes across the cost-recovery programs and federal billing functions.
  • Develop RACI matrices, defining roles, responsibilities, and accountability across enterprise, shared-service, and MTF levels.
  • Prepare compliance documentation, drafting compliance artifacts, checklists, and supporting materials for review.
  • Support internal control development, documenting control points and contributing to updates to the UBO compliance checklist.
  • Support policy updates, assisting in drafting and reconciling DHA UBO policy, guidance, and business rules that support standardized operations.
  • Conduct policy and compliance research, supporting current-state assessments, gap analysis, and recommendations for standardized updates.
  • Maintain policy documentation, keeping SOPs, workflows, RACI matrices, and compliance documents current, version-controlled, and accessible.
  • Support stakeholder review, coordinating policy review cycles with DHA UBO leadership, the PAT, and MTF stakeholders, and incorporating feedback.
  • Adhere to project plans, processes, and timelines, delivering high-quality policy work products on schedule in a dynamic, deadline-driven environment.

Required Skills & Experience:

  • 5–7 years of healthcare revenue cycle policy, compliance, or operations experience in a federal or commercial setting.
  • Strong knowledge of the healthcare revenue cycle (charge capture, billing, collections, denials, and compliance).
  • Experience drafting SOPs, workflows, RACI matrices, and compliance documentation for standardized operations.
  • Experience documenting processes and internal controls.
  • Knowledge of healthcare compliance and regulatory requirements, including federal mandates and payer rules.
  • Knowledge of federal and DoD policy development, including DoD Directives and Instructions (DoDDs/DoDIs), DHA-Procedural and Administrative Instructions (DHA-PIs/DHA-AIs), policy memoranda, and procedures manuals, and how enterprise procedures align to them.
  • Strong analytical and writing skills, with the ability to produce clear, compliant policy and procedure documentation.
  • Ability to manage competing priorities and produce high-quality work products under tight timeframes.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Visio.
  • Bachelor's degree required; Master's degree preferred.
  • Eligibility: U.S. citizenship; eligibility for a Department of Defense (DoD) Public Trust.

Desired Skills:

  • Experience within the Military Health System (MHS) or DHA environment.
  • Knowledge of UBO operations and the three cost-recovery programs: Third Party Collection (TPC), Medical Service Accounts (MSA), and Medical Affirmative Claims (MAC).
  • Familiarity with MHS GENESIS / Oracle Cerner Patient Accounting (CPA) and federal financial statement audit readiness.
  • Familiarity with the Military Treatment Facility UBO Manual (DoD 6010.15-M) and DHA UBO policy and business rules.
  • Knowledge of federal and DoD policy development, including DoD Directives and Instructions (DoDDs/DoDIs), DHA-Procedural and Administrative Instructions (DHA-PIs/DHA-AIs), policy memoranda, and procedures manuals (PMs), and how enterprise procedures align to them.
