Role Summary

Rowan Digital Infrastructure is looking for a Senior Associate, Regulatory Affairs & Public Policy to help support policy and regulatory execution across Rowan’s data center project portfolio. This role serves as a core analytical and operational resource, enabling the team to monitor, assess, and respond to legislative and regulatory developments that impact project siting, energy procurement, and overall business strategy.

This role will help support bill tracking, regulatory dockets, and internal policy workflows, while producing clear, decision ready analysis for cross functional stakeholders. The ideal candidate brings strong policy fundamentals, excellent organization, communication skills and a positive attitude. This role is designed to scale the team’s capacity by taking ownership of high volume, detail oriented work and translating complex policy developments into actionable business insights.

Travel: Up to 10%-15% for company gatherings or to project sites).

Location: Denver, CO (hybrid in-office role)

Compensation: $90k - $105k (Offers Bonus)

Essential Responsibilities

  • Support bill tracking and regulatory docket monitoring across priority states and issue areas, ensuring leadership has timely and accurate visibility into key developments

  • Analyze legislative and regulatory activity and translate impacts into clear business risks and opportunities for Rowan’s portfolio

  • Develop and maintain internal trackers, memos, and briefing materials to support decision making across policy, energy, development, and finance teams

  • Support policy research and new market analysis, including identifying emerging regulatory or legislative risks in target geographies

  • Coordinate closely with cross functional teams to ensure alignment between policy developments and project level strategy

  • Support engagement with external stakeholders, including consultants, trade associations, and advisors, by preparing materials and coordinating inputs

  • Partner with the energy team to track and assess market rules, regulatory proceedings, and policy changes affecting power procurement, interconnection, and cost allocation

  • Drive internal process execution, including meeting coordination, information flow, and documentation management to improve team efficiency

Education, Skills, and Experience

  • Bachelor’s degree in a related field and 3-5 years of public policy experience within government and/or relevant nonprofits, public interest groups, business, campaigns or industry associations

  • Demonstrated experience tracking legislation, regulatory proceedings, or policy developments and synthesizing findings into clear written outputs

  • Familiarity with state and local government processes, regulatory agencies, and how policy is implemented in practice

  • Exposure to energy markets or infrastructure development, including basic understanding of utility regulation, interconnection, or energy policy. Previous positions within renewable energy generation, storage, transmission, or electricity policy would be a strong asset

  • Ability to translate complex policy or regulatory topics into plain English business implications

  • Experience managing multiple projects simultaneously

  • Strong written and verbal communication skills with experience preparing memos, briefings, or presentations

  • Experience using tracking tools, data systems, or AI enabled tools to improve workflow efficiency is a plus

  • The ideal candidate will have a passion for energy and environmental policy

  • Ability to work effectively in a fast-paced and highly cross-functional environment
