Job Title: Referral Management SME (Cerner) 

Location: Remote 

Position Overview

Emerging Tech is seeking a Referral Management Subject Matter Expert to support the VA’s Electronic Health Record Modernization (EHRM) program. This role sits at the intersection of clinical operations, technology, and program execution and is ideal for a seasoned professional with experience in electronic health record systems—particularly Cerner—and information architecture. You will serve as a subject matter expert supporting Referral Management and Community Care solutions by driving workflow alignment, managing technical issues, and helping translate solution capabilities across stakeholders. 

Qualifications: 

  • 5+ years of experience (or 8+ years in lieu of degree) with a bachelor’s in Information Systems, Computer Science, Engineering, Business, or related field. 

  • Strong subject matter expertise in Oracle Health (Cerner) Community Care and Referral Management solutions, including configuration, workflows, and capabilities. 

  • Experience deploying enterprise-scale information architectures and integrating open systems with legacy healthcare platforms. 

  • Proven ability to analyze workflows, identify risks, and design future state processes aligned with clinical operations. 

  • Skilled in creating and validating test scripts; supporting all phases of EHRM testing and go-live events. 

  • Proficient in managing tickets, escalations, and reporting using tools like ServiceNow. 

  • Familiarity with Cerner Millennium (2018+ versions) and Cerner Model recommendations. 

  • Knowledge of scheduling, authorization, and eligibility workflows in healthcare. 

  • Strong documentation, meeting facilitation, and stakeholder communication skills. 

  • Prior experience supporting the Department of Veterans Affairs or similar healthcare environments preferred. 

  • Experience with risk analysis, impact assessments, and change management a plus 

Key Responsibilities: 

  • Provide subject matter expertise on Cerner’s Community Care and Referral Management solutions, including configuration, workflows, and capabilities. 

  • Support VA National/VISN Councils and local workshops by facilitating understanding of Cerner’s terminology, functionality, and recommendations. 

  • Assist VA solution experts in ramping up knowledge and proficiency in assigned areas. 

  • Collaborate with Oracle Health and VA to design, review, and optimize system builds, workflows, and design decisions. 

  • Assist Solution Management Administrators (SMAs) in reviewing deliverables and task orders for accuracy and timeliness. 

  • Analyze current state workflows and support design and documentation of future state processes, including identifying risks and pain points. 

  • Facilitate and support issue tracking, ticket escalation, and resolution through ServiceNow and other tools. 

  • Review Oracle Health training materials and job aids to ensure alignment with VA workflows. 

  • Assist in creating and validating test scripts; support all phases of EHRM testing and go-live events. 

  • Contribute to reporting, impact assessments, and business case development. 

  • Document technical meetings, design decisions, and stakeholder requests. 

  • Maintain clear communication with VA stakeholders, Council Chairs, Oracle Health, and the EHRM IO Council Command Center.
