About Overwatch Mission Critical
Overwatch is a service-disabled Veteran-owned small business (SDVOB) certified through the National Veterans Business Development Council (NVBDC), offering construction professional services, talent acquisition, and general contractor support for the mission-critical infrastructure industry. Our mission is the construction and management of state-of-the-art data centers with the precision and reliability this industry demands. From high-end engineers to seasoned professionals, we deploy the people you need to get your data center off the ground. At Overwatch, it's more than a job. Its purpose.
Overview:
We are a premier provider of mission-critical infrastructure services, specializing in comprehensive data center commissioning from Level 0 through Level 5.
Position Summary
The Project Manager is responsible for the direct execution, budget health, and safe site delivery of data center commissioning projects. Operating directly on active facility campuses, you will coordinate the day-to-day work of specialized discipline engineers and work shoulder-to-shoulder with Clients, General Contractors, electrical/mechanical subcontractors, and equipment vendors.
This role manages the project from initial contract award through the final delivery of the commissioning report, ensuring that Level 0 through Level 5 (L0–L5) safety and performance scripts are executed on time, within budget, and to exact technical specifications.
Key Responsibilities
Project Execution & Timeline Control
- Develop detailed, phase-by-phase commissioning schedules that nest seamlessly into the General Contractor's construction timeline.
- Coordinate daily field activities, managing the sequence of Level 2 through Level 5 milestones.
- Lead daily site alignment meetings, track open balance-of-plant issues, and clear schedule dependencies.
- Deliver accurate project health metrics and progress tracking to client stakeholders and internal executive leadership.
Cost Control & Contract Management
- Track and manage project budgets, technical resource hours, travel expenses, and equipment rentals.
- Identify project scope creep early, draft comprehensive change order requests, and present technical impacts to clients for approval.
- Audit and approve subcontractor invoices, vendor documentation, and project material expenditures.
Issue Resolution & Quality Management
- Oversee the project commissioning database (e.g., CxAlloy), ensuring issues, discrepancies, and construction field notes are logged, assigned, tracked, and thoroughly closed out.
- Collaborate closely with lead commissioning engineers to verify that technical scripts, safety procedures, and method statements match site realities.
- Guide field teams through technical conflict resolution when factory settings, sequence of operations, or physical hardware components conflict with construction documentation.
Qualifications & Skills
Education & Experience
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Construction Management, or an equivalent technical discipline. Substantial hands-on military or heavy industrial engineering experience may substitute for a traditional degree.
- Minimum of 4 to 7 years of experience in project management or construction execution, with at least 2 years spent inside mission-critical infrastructure environments.
- Proven experience managing project financial tracking and contract execution loops.
Technical & Software Requirements
- Robust foundational knowledge of data center MEP architectures: medium/low-voltage gear, static/rotary UPS topologies, generation systems, central chiller plants, CRAH/CRAC nodes, direct-to-chip heat exchangers, and EPMS/BMS telemetry.
- Mastery of professional commissioning tracking databases (such as CxAlloy) and general project tracking platforms.
- Proficiency with scheduling software including Microsoft Project or Primavera P6.
Certifications & Personal Attributes
- Project Management Professional (PMP) certification is highly preferred.
- LEED AP, OSHA 30-Hour Construction, or commissioning-specific badges (e.g., CxA, CCP) are highly valued.
- Strong written communication skills with a track record of generating clean, logical technical reports and closeout packages under aggressive client timelines.
Travel & Work Environment
- This position is heavily tied to deployment sites. It may require traveling 50% to 65% of the time.
- Must be physically capable of conducting comprehensive construction site walkthroughs in various weather environments.
