The Project Manager, Subsurface Utility Engineering (SUE), leads the planning and delivery of utility investigation, designation, verification, mapping, and related survey projects from initiation through completion. This position is responsible for project scope, schedule, budget, quality, client communication, and resource management while coordinating office and field teams to provide accurate utility information that supports engineering design, construction planning, and risk mitigation.


What you will do: 

  • Lead SUE projects from initiation through closeout, including scope development, work planning, scheduling, budgeting, staffing, execution, quality review, invoicing, and project documentation.
  • Serve as the primary point of contact for clients and project stakeholders; communicate project status, technical issues, risks, schedule impacts, and recommended solutions.
  • Develop project scopes, fee estimates, schedules, work plans, and resource assignments for utility records research, field designation, utility verification, surveying, mapping, and deliverable preparation.
  • Coordinate the work of SUE Field Technicians, SUE Office Technicians, survey crews, engineers, subcontractors, utility owners, contractors, and other stakeholders.
  • Provide oversight for utility investigations using electromagnetic locating equipment, ground penetrating radar (GPR), vacuum excavation, GPS, GIS, survey, and electronic field data collection technologies.
  • Ensure utility designation, verification, mapping, and documentation are completed in accordance with project requirements, company procedures, client standards, and industry best practices.
  • Review and interpret utility records, as-built drawings, survey data, field notes, photographs, engineering plans, and construction documents.
  • Direct the preparation and quality review of utility maps, CAD drawings, plan sheets, exhibits, technical reports, and project deliverables.
  • Establish and implement project-specific quality assurance and quality control procedures.
  • Monitor project financial performance, including budgets, labor utilization, subcontractor costs, invoicing, change management, and profitability.
  • Identify project risks and implement mitigation strategies related to safety, utility conflicts, schedule, cost, access constraints, and data quality.
  • Maintain compliance with utility damage prevention requirements, One Call/811 regulations, OSHA standards, and company safety policies.
  • Lead project meetings and prepare status reports, action items, client presentations, and project communications.
  • Mentor and provide technical guidance to SUE field and office staff.
  • Support business development efforts through proposal preparation, client relationship management, scope development, fee estimates, and project interviews.
  • Maintain organized project files, contracts, records, correspondence, drawing files, databases, and supporting documentation.
  • Perform periodic field visits and conduct visual assessments of work quality and job site safety.
  • Perform other duties as assigned.
  • Positions self to access tools and materials in various locations.
  • Traverses job sites having uneven terrain, slopes, confined spaces, or reinforced trenches.
  • Conducts visual assessments of task quality and job site safety.
  • Ascends/descends into job site areas to complete inspections and data collection.
  • Operates tools requiring fine motor skills.
  • May remain in stationary position for extended periods.

 

What you will bring: 

  • Bachelor's degree in Civil Engineering, Surveying, Construction Management, Geographic Information Systems (GIS), Utility Engineering, Business, or a related field from an accredited institution.
  • Equivalent education and directly related experience may be considered.
  • 6+ years of progressively responsible experience in Subsurface Utility Engineering (SUE), utility locating, surveying, utility mapping, civil engineering, construction, or a related technical field.
  • Experience managing project scope, schedule, budget, financial performance, quality, and client expectations within the AEC industry.
  • Strong understanding of SUE methodologies, utility quality levels, utility designation and verification practices, and underground utility infrastructure.
  • Experience coordinating field and office production teams and reviewing technical deliverables.
  • Ability to interpret utility records, field notes, survey data, engineering plans, as-built drawings, specifications, and construction documents.
  • Experience leading teams, delegating work, mentoring staff, and coordinating with clients, utility owners, contractors, and public agencies.
  • Strong organizational, analytical, problem-solving, financial management, and communication skills.
  • Ability to manage multiple projects simultaneously while meeting deadlines and maintaining a high level of quality
  • Possession of a valid driver's license with a clean driving record and the ability to operate a motor vehicle is required.
  • Professional Engineer (PE), Professional Land Surveyor (PLS), or other applicable professional credential preferred.
  • Project Management Professional (PMP), Certified Utility Locator (CUL), Certified Survey Technician (CST), OSHA 10-Hour, or OSHA 30-Hour certification preferred.
  • Microsoft Suite Products (e.g., Outlook, Excel, Word, PowerPoint, SharePoint, OneDrive, etc.).
  • Project management, scheduling, financial, and document management software.
  • AutoCAD Civil 3D or similar CAD software.
  • GIS and utility mapping platforms.
  • GPS, survey, and electronic field data collection software.
  • Working Conditions/Schedule/Location:
  • Work is performed in both office and field environments depending on project requirements.
  • May be required to work onsite at a WSB office, as needed, up to five days per week, as required by the project, client, or hiring manager.
  • Field visits may involve active construction sites, uneven terrain, traffic, confined spaces, and varying environmental conditions.
  • Additional hours may be required to meet project schedules and client needs.
  • Reliable transportation is required for travel to project sites and stakeholder meetings.
  • Travel may be required
