Simple Technology Solutions is looking for a Project Manager / Scrum Master to add to our team.
Quick Position Overview:

The Role:
We are looking for a Junior Project Manager / Scrum Master to support a federal government IT contract in support of a large-scale mission-critical program. This role is responsible for supporting the Program Manager in day-to-day contract execution while simultaneously serving as the Scrum Master for multiple Agile development teams. Aside from technical and Agile qualifications, the applicant should have effective communication skills both written and verbal, demonstrated experience facilitating Agile ceremonies within a federal environment, and a strong understanding of the DHS Systems Engineering Lifecycle (SELC) framework. A passion for continuous improvement, strong desire for team collaboration, and attention to detail are prerequisites for this position.
This position is contingent upon contract award.
The Junior Project Manager / Scrum Master at STS will:
- Support the Program Manager in overall contract execution and day-to-day management of all contract activities including Enhancement Services, Operations and Maintenance, and Mission Support
- Manage the Agile Release Train (ART) and coordinate Program Increment (PI) planning activities across all Agile teams
- Facilitate all Agile ceremonies including backlog grooming, PI planning, sprint planning, daily stand-ups, sprint reviews, sprint demos, retrospectives, and Scrum of Scrums
- Coach Agile teams on Agile principles, values, and best practices in accordance with the Agile Manifesto and TSA approved Agile methodology
- Track and report sprint velocity, burndown, burn-up, throughput, and team capacity metrics within 2 business days after the end of each sprint
- Deliver weekly Product Backlog and Sprint Backlog status updates to the Program Manager and Government stakeholders
- Collaborate across all levels of the program Agile model including Program Management, Enterprise Architecture, Solution and System Architects, Product Management, Agile Teams, System Team, and External Stakeholders
- Coordinate cross-functional collaboration to create alignment across the organization including a shared understanding of architectural concepts
- Collaborate with all stakeholders to refine and groom backlog at all organizational levels including Epics, Capabilities, Features, and User Stories
- Coordinate and collaborate with testing stakeholders including IV&V, test bed, and end users for Agile/Scrum approach and release processes
- Support transition-in activities and provide weekly transition status briefings during the transition period
- Ensure all Agile teams adhere to TSA approved Agile methodology such as DevSecOps and SAFe for software development, integration, and testing
- Identify and escalate risks, issues, and impediments to the Program Manager and Government stakeholders in a timely manner
- Support the Program Manager in preparing for and presenting at monthly Design and Development Program Management Reviews (PMRs)
- Maintain the approved ALM and Dashboard tool with current data so reports and charts can be generated as needed by all stakeholders
Education and Experience:
Required
- Bachelor's degree or higher in Information Technology, Computer Science, Engineering, Business Administration, or a related field
- US Citizenship
- Minimum of 4 years' Agile experience is required with 1-3 years project management experience
- Demonstrated experience facilitating Agile ceremonies including PI planning, sprint planning, daily stand-ups, sprint reviews, and retrospectives
- Demonstrated experience managing Agile development programs using SAFe or equivalent methodology within a federal environment
- Demonstrated experience operating within the DHS/TSA Systems Engineering Lifecycle (SELC) framework
- Experience working across multi-disciplinary teams including engineering, operations, cybersecurity, and testing functions
- Experience using Application Lifecycle Management (ALM) tools to track and report on sprint metrics, user stories, defects, and tasks
- Must be able to work the hours of 8am-5pm Eastern Time regardless of home location
Preferred
- Prior experience supporting DHS IT programs is highly preferred
- Familiarity with DHS mission operations and federal IT program environments
- Experience supporting programs with 365/24/7 operational support requirements
- Knowledge of FISMA compliance and federal Authority to Operate (ATO) processes
- Experience with DevSecOps implementation and continuous integration/continuous delivery pipelines

Preferred Certifications:
- Project Management Professional (PMP)
- Certified Scrum Master (CSM) or Professional Scrum Master (PSM)
- SAFe Program Consultant (SPC) or SAFe Agilist (SA) certification
- ITIL Foundation certification or higher
Clearance Requirement:
- Must be able to obtain and maintain a DHS Public Trust clearance
- Active Public Trust clearance strongly preferred
