The City and County of Denver offers competitive pay commensurate with education and experience.  New hires are typically brought into the organization between $93,566.00 – $123,975.00/year, based on experience and education.

Location & Schedule

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the community several days a week.  In this position you can expect to work on site, three (3) days a week at: Wellington E. Webb Building – 201 W Colfax Ave., Denver, CO 80202.  

Please note: Downtown parking expenses are the responsibility of the employee. We offer a flexible spending account option specifically for parking; if you elect this option, you can use pre-tax dollars for parking. We also offer a City-sponsored RTD EcoPass to all City employees– allowing the use of public transportation for free as a City Employee.

The DOTI Program Management Division (PMD) is seeking a Project Manager Associate to support DOTI’s enterprise-wide engineering capital delivery and special city-wide initiatives. This includes supporting DOTI program and project managers delivering hundreds of individual projects, as well as supporting enterprise-wide projects and program management. PMD also leads or consults on unique cross-departmental projects, policy development and initiatives city-wide as needed.

As Project Manager Associate you will:

  • Working with other PMD staff, develop and maintain procedures, standards, and guidelines supporting effective project and program management.
  • Support the administration, adoption, and continuous improvement of DOTI's Project Management Information System (Masterworks), including onboarding, policy compliance, and integration with project controls processes across a multi-hundred-project capital portfolio.
  • Coordinate schedule development, maintenance, monitoring, and reporting. Monitoring key milestones and inter-project dependencies.
  • Implement PMI standards for Project Management and Controls at the organizational level
  • Define and evaluate business needs. Author business requirement documents, design, and implement tools/processes.
  • Train others on project management methodology, tools, and best practices.
  • Support the development of a comprehensive new-build asset management framework, including asset data standards, classification systems, stage-gate requirements, and data handover protocols to be applied to DOTI capital projects and private development citywide.
  • Produce clear written deliverables including policy documents, process guides, business requirements, and stakeholder communications supporting enterprise-wide initiatives.
  • Facilitate the delivery of projects through multidepartment collaboration and coordination.
  • Assist as needed with agency project deadlines and reports with a team-based approach.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Extensive professional experience leading, managing, or directly supporting the delivery of technical, infrastructure, or construction-related programs or projects, preferably in a public sector or municipal government setting.
  • Demonstrated experience developing or improving organizational processes, standards, templates, or frameworks including translating complex requirements into clear, actionable guidance for diverse end users.
  • Demonstrated project controls experience, including developing and managing a progress reporting methodology, experience developing, forecasting, managing, and regular reporting of portfolio, program or project data, schedules, scope, cost and risk.
  • Strong analytical and problem-solving skills with the ability to synthesize data from multiple sources, identify gaps or inconsistencies, and develop practical solutions in a resource-constrained environment.
  • Must possess strong verbal, written, and interpersonal communication skills to achieve positive outcomes in working with diverse groups of employees, stakeholders, political leaders, community leaders, public, and private entities.
  • Experience facilitating or supporting multi-stakeholder working groups, cross-departmental initiatives, or interagency coordination efforts, with the ability to build consensus and keep collaborative work moving forward.
  • Familiarity with the following systems is preferred but not required: Project Management systems such as Masterworks, Procore, etc., Workday, Salesforce, Microsoft 365 (SharePoint, Teams, Excel), and project scheduling tools. Experience with asset management systems or GIS platforms is a plus.
  • Project Management Professional Certification (PMP) or other relevant professional certification (engineering, planning, construction management, etc.) is desired but not required. Candidates actively pursuing certification or with equivalent demonstrated experience are encouraged to apply.
Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in Business, Management, Public Administration, or a related field.
  • Experience Requirement: Two (2) years of professional project management experience in the related occupational group including coordinating, administering, and monitoring projects.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
