This role serves as the primary operational leader responsible for overall program performance, quality assurance, and coordination across Government stakeholders, subcontractors, and clinical partners. The Program Manager will oversee nationwide delivery of medical evaluations, drug testing, and physical fitness testing services, ensuring contract requirements are met while maintaining high standards for service quality, compliance, and operational efficiency.

The ideal candidate brings strong federal program management experience, healthcare operations knowledge, and the ability to coordinate geographically dispersed teams, clinical partners, and subcontractors within a highly regulated environment.

Our programs integrate nationwide networks of credentialed medical providers with scalable program management and technology solutions to deliver medical surveillance exams, drug and alcohol testing, mental health evaluations, and other workforce health services.

By combining clinical expertise, provider network management, and modernized operational platforms, LTS supports complex, geographically distributed health programs across the United States. Our solutions are designed to help organizations maintain a healthy workforce while meeting evolving regulatory and operational requirements.

What You’ll Do:

• Maintain effective communication across Government stakeholders, subcontractors, clinical partners, and internal leadership to ensure coordinated program execution.
• Provide strategic leadership and day-to-day management of nationwide contract operations supporting medical services, drug testing, and physical fitness testing programs.
• Lead recurring program review meetings with Government stakeholders, presenting program performance, risks, operational challenges, and continuous improvement initiatives.
• Prepare executive-level briefings and status reports summarizing operational performance, compliance posture, and risk mitigation efforts.
• Ensure all contract deliverables are completed in accordance with the Statement of Work, applicable federal regulations and agency policies.
• Collaborate with Provider Network Operations and subcontractor partners to maintain sufficient testing site availability and operational readiness to meet contract requirements.
• Oversee operational readiness across testing sites, Test Administrators, and Emergency Responders by coordinating with Provider Network Operations and internal program teams to ensure contract requirements are met.
• Monitor nationwide operational performance metrics including scheduling, service throughput, compliance rates, training completion, and issue resolution timelines.
• Maintain and distribute updated operational guidance and training materials when protocol changes are issued by the Government.
• Ensure clinics and testing facilities maintain adequate inventory of specimen collection kits, Custody and Control Forms (CCFs), and shipping materials necessary to support testing operations.
• Ensure Test Administrators are regularly evaluated for procedural accuracy and compliance with medical, safety, and fitness testing protocols.
• Develop and implement corrective action plans to address performance issues and maintain service level agreements (SLAs) and contractual performance standards.
• Develop and submit required monthly program reports, including Test Administrator training status and performance metrics.

What We’re Looking For:
• Bachelor’s Degree or equivalent related work experience.
• Minimum of three (3) years of experience supervising and managing staff.
• Minimum of two (2) years of experience working in a medical services related program, drug testing, and fitness testing related program.
• Knowledge of federal occupational health program requirements and drug testing regulations.
• Demonstrated experience managing multi-site and geographically dispersed healthcare operations.
• Experience serving as primary interface to a federal client.
• Strong knowledge of quality assurance, compliance monitoring, and performance reporting in government contracts.
• Excellent written, verbal, and executive communication skills.
• If applicable, candidate must be able to successfully pass a federal background check and/or obtain and maintain additional clearances as specified by the contract.

Nice to Have:
• Experience managing Federal Healthcare Programs (DHS, CBP, DoD, VA, or other federal healthcare-related agencies).
• Experience coordinating services across a nationwide network of clinics and distributed clinical providers.
• PMP, MHA, or related professional certification.

What’s In It for You?
• Opportunity to lead a mission-critical program supporting national security and public health operations.
• A leadership role within a growing federal health portfolio.
• A collaborative, mission-focused culture committed to operational excellence.
• Competitive compensation and comprehensive benefits.
• A company that values integrity, accountability, and measurable impact.

LTS shares salary ranges to promote transparency. Compensation ranges are provided for informational purposes, and final compensation may vary based on experience, skills, location, and role requirements.

LTS is committed to offering eligible employees comprehensive benefits that will provide them with options intended to meet their needs and the needs of their family.
