Responsibilities:

  • Provide strategic leadership and overall management oversight for program implementation and multiple concurrent BPA call orders.
  • Lead multidisciplinary teams supporting complex infrastructure, engineering, program management, project controls, acquisition-support, and technical-support requirements throughout Central and South America.
  • Oversee program and project management activities across the full project lifecycle, including planning, execution, monitoring, risk management, and closeout.
  • Develop strategic plans, establish management priorities, coordinate internal teams, and ensure effective integration across program task areas.
  • Oversee program performance against schedules, budgets, deliverables, and performance requirements.
  • Ensure effective coordination between program management, project controls, acquisition and contract-management support, and specialized technical teams.
  • Establish and maintain effective, transparent communication with USACE leadership, the Contracting Officer's Representative (COR), and other Government stakeholders.
  • Identify, track, and manage programmatic, schedule, cost, operational, and performance risks, and oversee development and implementation of appropriate mitigation measures.
  • Guide the program's response to multiple, competing urgent priorities and short-notice Government requirements in a dynamic international environment.
  • Oversee staffing and deployment of qualified personnel across Latin America and the Caribbean and support the program's ability to scale staffing in response to changing call-order requirements.
  • Support coordination of specialized subject matter expertise for urgent requirements, including activities requiring rapid mobilization to foreign, remote, or challenging project locations.
  • Ensure program activities and deliverables meet applicable U.S. Government and USACE requirements and quality standards.
  • Provide increased leadership and coordination for strategic active call orders or when designated major projects require intensive oversight, including travel to San Juan, Puerto Rico and locations across Central and South America, as required.

Qualifications:

  • Bachelor's degree from an accredited university in Engineering, Business Management, Construction Management, or a related field.
  • Minimum of twenty (20) years of experience managing large-scale, complex government programs, with demonstrated experience leading a portfolio of projects valued in excess of $1B.
  • Direct experience managing Project Management contracts or programs for USACE.
  • Demonstrated experience managing infrastructure, engineering, or security assistance programs in Central and South America.
  • Proven experience leading multidisciplinary teams in high-pressure, short-deadline environments characterized by shifting political, funding, and operational priorities.
  • Active Project Management Professional (PMP) certification is required.
