SUMMARY
Lead all program execution for the Enterprise Customer Relationship Management (eCRM) Development, Operations, and Sustainment (DOS) contract supporting the U.S. Navy Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB), PMW 240, within the MyNavy HR Transformation portfolio. Serve as the principal point of contact for Government stakeholders and Katmai leadership, holding single-point accountability for cost, schedule, technical performance, cybersecurity posture, and customer satisfaction across all task areas.
ESSENTIAL DUTIES & RESPONSIBILITIES
· Direct a multi-disciplinary delivery team spanning Agile software development, test and quality assurance, Salesforce and systems administration, data and integration engineering, cybersecurity, and business analysis.
· Oversee risk and performance management, and lead staffing and transition efforts to sustain continuous operation of eCRM across its private (IL-6 and IL-4) and public (IL-2) environments.
· Lead program execution in compliance with the Contract Management Plan, Quality Control Plan, Staffing Plan, Responsibility Assignment Matrix / Work Breakdown Structure (RAM/WBS), and Transition Plan, and in alignment with PMW 240 portfolio direction and the annual Authority to Proceed baseline.
· Serve as the central interface to the Contracting Officer's Representative (COR), Contracting Officer (KO), the PMW 240 Portfolio System Integrator (PSI), and the eCRM Assistant Program Managers, conducting regular reviews of technical performance, resource alignment, schedule, and risk.
· Ensure timely, high-quality delivery of all CDRLs, including the monthly Progress, Status, and Management Report (B001), the Software Development Plan (A001), meeting minutes, and technical documentation.
· Direct Agile portfolio and release execution, including increment planning, backlog prioritization, and Configuration Control Board coordination, translating OPNAV N1 capability requirements into committed, traceable delivery.
· Oversee sustainment and continuous (24/7) operational monitoring of eCRM and its MyNavy HR interfaces, maintaining continuity of service with no break in operations across the IL-2, IL-4, and IL-6 environments.
· Maintain the system's cybersecurity accreditation and security posture in coordination with the Government, ensuring compliance activities keep pace with Salesforce triannual releases and evolving requirements.
· Manage program cost, budget, and schedule baselines; monitor expenditures and maintain disciplined financial control across the period of performance.
· Drive continuous improvement in contractor performance and Government-assessed ratings (CPARS) through proactive risk management, quality reviews, and corrective-action processes.
· Chair risk reviews, oversee risk identification and mitigation, and escalate issues in accordance with contract communication paths.
· Direct onboarding and tracking of personnel security clearances and credentials, and keep the team fully staffed with qualified, cleared personnel across all task areas.
· Oversee subcontractor and teaming-partner performance, defining lines of authority and fostering transparency, cohesion, and accountability across prime and subcontractor staff.
· Deliver executive-level communications and briefings to senior Navy and Katmai leadership, including release Go/No-Go recommendations, program performance metrics, and investment-decision inputs.
· Identify and shape opportunities to expand scope and value delivered, supporting capture and growth of the eCRM portfolio.
· Manage Transition-In and Transition-Out activities per the Contract Management Plan, ensuring zero disruption to eCRM operations.
· Maintain regular and punctual attendance.
· Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Provide program direction and leadership to assistant and associate program managers, technical and functional leads, and subcontractor staff in accordance with division directives.
Requirements
MINIMUM QUALIFICATIONS
· Active Secret security clearance, or the ability to obtain and maintain one (generally, U.S. citizenship required).
· Bachelor's degree in Information Systems, Business, Management, Engineering, or a related field required. Master's degree preferred.
· Ten (10) or more years of progressively responsible program/project management experience, including at least five (5) years leading federal IT or software development programs.
· Demonstrated experience managing Navy or DoD IT programs with full accountability for cost, schedule, and performance, on efforts valued at approximately $10M or more annually or comparable multi-contract portfolios.
· Demonstrated knowledge of Agile practices in a Government CI/CD environment, including backlog, increment, and release management.
· Proven experience as the Government-facing lead on a federal contract, engaging CORs and task managers, managing deliverables, and sustaining strong CPARS performance.
· PMP certification, or active pursuit of PMP with completion expected within twelve months of hire.
· Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
· Excellent written and verbal communication skills, including experience briefing senior Government and corporate leadership and producing status reports, staffing plans, and risk communications.
· Direct experience with MyNavy HR, PEO MLB / PMW 240, or comparable Navy personnel, recruiting, or HR IT systems (e.g., eCRM, MNP/SPOE, Learning Stack, ADE, legacy Programs of Record).
· Salesforce platform fluency and experience overseeing SaaS delivery, minimal-custom-code adoption, and legacy-to-cloud modernization.
· Experience leading enterprise test and evaluation (User Acceptance, functional, end-to-end, and operational testing) for federal IT systems.
· Agile or Product Ownership certification such as ICAgile (ICP / ICP-APO), Certified ScrumMaster (CSM), or SAFe Agilist.
· Experience engaging Government stakeholders and supporting business development and capture across a federal portfolio.
· Familiarity with ITIL v4 service management, Model-Based Systems Engineering (MBSE), and DevSecOps delivery pipelines.
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 15%.

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. WORK ENVIRONMENT
Work is expected to be remote; however, the company reserves the right to require onsite work.
