Job Description:

This position provides comprehensive program, policy, and operational support to strengthen OCSE’s development, coordination, and management of regulatory and sub‑regulatory documents. The role assists with policy research, drafting materials, and facilitating clear communication with internal stakeholders and, when appropriate, external partners. Additionally, the position supports the ongoing analysis and archiving of regulatory and guidance documents and contributes to the review, organization, and maintenance of the Policy section of the OCSE website.

Responsibilities:

• Conduct impact analyses of archived and rescinded regulations and guidance, identifying policy implications, risks, gaps, and downstream effects on State Plans, programs, systems, and operations.
  • Research historical policy and regulatory changes and propose mitigation strategies when needed.
  • Prepare clear summaries and briefing materials for the Commissioner and other stakeholders.
  • Manage and maintain the OCSE document archive to ensure accuracy, traceability, and compliance with HHS/ACF requirements.
• Review, analyze, and support the implementation and maintenance of the OCSE website’s Policy section, ensuring accurate, well‑organized content aligned with communication strategies and stakeholder needs.
• Prepare, maintain, and track documentation, reports, and records related to regulatory updates, archival activities, and website changes to ensure accuracy and accountability.
• Support continuous improvement initiatives for policy management, document control, records retention, and content governance.
• Provide research, drafting, and communication support on policy and regulatory issues as needed.

Required Skills:

• HS Diploma and at least 5+ years of experience supporting Child Support agencies
• At least 5+ years of experience in Child Support Policy Analysis
• Ability of obtain/maintain a Public Trust
• Extensive knowledge of federal child support laws, regulations and policy, including State Plan requirements
• Practical experience with child support programs at the state and/or local level
• Strong written and verbal communication skills, including policy document development
• Ability to communicate complex research of historical policy and implications of new policy concepts in a simple manner.
• Ability to manage multiple priorities and work independently in a fast-paced federal environment
• Strong analytical and problem-solving skills with ability to evaluate complex program and operational issues.
• Experience coordinating and communicating across multiple organizations, stakeholders, and program areas.
• Proficiency with Microsoft Office Suite tools.

The likely salary range for this position is $97,968 - $115,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
