Overview:

This position conducts market research, purchases materials, supplies and services at the most favorable terms for the Government in accordance with Section H-1 Competition in Supplies, of the basic contract. Qualifies vendors, evaluates bids, and negotiates prices and terms for purchased goods and services. 

Primary Responsibilities:

  • Performs market research specific to Government request and provides the COR with a Market Research Report IAW requested timeframe
  • Tracks purchases, monitors vendor quality, and maintains a current database of vendor information
  • Assists in the preparation of monthly, quarterly, and annual financial statements for program.
  • Reports current financial performance to guide decision making.
  • Coordinates and manages the detailed technical costing methods and procedures of each activity of the project.
  • Prepares, analyzes and/or reviews project costs for each activity of the project.
  • Performs, analyzes and reviews detailed cost development.
  • Records cost information for use in controlling expenditures and provides management with reports.
  • Analyzes and develops audits of costs and prepares monthly reports for management.
  • Allocates costs and prepares reports on labor, equipment and other operating expenses (i.e. performs detailed cost coding).
  • Performs standard cost updates and month end close activities.
  • Assists with the month end close of the financial books for the project and in the preparation of financial statements.
  • Conducts audits in such areas as internal controls and procedures, time and labor charging, accounting for unallowable costs, disclosure, and material management accounting system.

Supervisory Responsibilities: 

  • May provide leadership, coaching, and/or mentoring to others.

Education and/or Experience:

  • Bachelor’s degree in accounting, Finance or Business or equivalent
  • Must have a minimum of five years related experience and/or training in variance analysis, budget preparation/analysis, and solid cost accounting.
  • Government contract accounting experience preferred.

Knowledge, Skills, and Abilities:

  • Must have excellent analytical skills, high level of thoroughness, accuracy and attention to detail are essential for this position.
  • Excellent written and verbal communications skills are required.
  • Strong Excel and accounting software skills are required.
  • Must be proficient with Microsoft Suite of products including, Word, Excel, Access and e-mail software.
  • Must demonstrate a good attitude and ability to work as a member of a team.
  • This position requires self-motivation and the ability to work effectively under minimal supervision.
  • Must be able to multi-task efficiently, work in a fast paced environment on multiple projects.

Work Environment:

General office environment. Some travel both domestically and internationally is required based on business demands.
