We are seeking a dynamic and driven individual to join us as a PASA Program Lead. This role will report into the Associate General Manager – Colorado. This is a Full-Time Hybrid position based in Denver, CO. As the PASA Program Lead, you'll be a critical leader-operator-executor driving the expansion and operationalization of our PASA service lines in Colorado. This is a high-impact, field-informed role for someone who has been there and done that – standing up PASA services at a growing agency and turning ambiguity into execution. You'll be responsible for building, launching, and managing Abby Care's PASA program across Community Connector, Homemaker Enhanced, Respite, and Supported Community Connector services, layered onto an already established family CNA and IHSS foundation.
As the leader of the PASA Program for Abby Care in Colorado, you will oversee all aspects of program development, including staffing, provider enrollment, service delivery, compliance, and relationship management with families, case managers, and other stakeholders.
Key Responsibilities:Develop and execute a robust launch and scale plan for PASA services – from compliance and credentialing through staffing, service delivery, and quality management.
Ensure full compliance with all HCPF regulations, PASA operational memos, care plan requirements, incident management protocols, and quality assurance standards.
Build and manage relationships with SEPs, CCBs, case managers, payors, and other key referral and oversight partners across Colorado.
Design and implement care-centered service models that align with HCPF's person-centered values and Abby Care's core mission
Recruit, train, and oversee staff providing PASA services, including administering skills validation, verifying attendant competency, and providing clinical guidance on challenging cases and safety situations.
Own program performance – monitor census growth, utilization metrics, financial sustainability, and service quality outcomes with a bias toward action.
Report regularly to senior leadership on progress, compliance status, operational bottlenecks, and growth opportunities.
Investigate complaints and critical incidents within required timelines and drive corrective action.
5+ years of direct experience with PASA services in Colorado with demonstrated progression in scope and responsibility – ideally at an agency that scaled these services from the ground up.
Experience operationalizing one or more of: Community Connector, Homemaker Enhanced, Respite, or Supported Community Connector services.
Current and valid license as a Registered Nurse in the state of Colorado (preferred).
Experience leading, managing, and working with diverse clinical and non-clinical teams in a high-growth or startup environment.
Strong analytical and problem-solving skills with an ability to work at pace in often ambiguous, resource-constrained environments.
Outstanding communication skills with the ability to work cross-functionally — distilling complex regulatory and operational information into clear, actionable steps.
Must be located in the Denver metro area; willing to travel across Colorado as needed.
