Leads project controls for renewable energy and infrastructure construction projects. Manages teams responsible for cost control, forecasting, earned value, contracts, change orders, risk analysis, reporting, audits, and subcontractor administration. Partners with project managers, construction teams, clients, finance, and senior leadership to deliver projects safely, on schedule, and within budget. Supervises employees, supports hiring and development, conducts site visits, and may travel domestically 31–50% of the time.

Summary:
The Lead Project Controls Manager drives successful project delivery, supporting solar, energy storage, wind, transmission, and distribution, including directly managing the activities of a Project Controls team, which includes Project Controls Managers, and may include Project Accountants, and Cost Administrators. This position manages a team responsible for cost tracking, forecasting, contract management, change order control, financial reporting, risk analysis, and audits. The Lead Project Controls Manager works closely with the Construction Project Management team to ensure that projects are delivered safely, on time, and budget. Depending on the line of business supported, the position may be required to execute site travel from 15 - 50% of the time.
Requirements:
- Manages the Project Controls team ensuring execution of the Cost Control functions:
- Supports Project team during Front End Loading project phase; including but not limited to budget setup, following standard WBS and cost code structure.
- Forecasts and analyzes trends, develops estimates to complete costs, and analyzes commitments.
- Provides Cost Variance Analyses ~ variance to budget, variance to prior forecast.
- Provides Earned Value Analysis ~ tracking progress, measuring performance.
- Utilizes Cash Flow Models and cash flow analysis preparation.
- Supports Change Management, including notifications, tracking and analyzing project changes to budget and scope, facilitating the change management process.
- Supports Subcontractor Change Management by reviewing subcontractor changes and assessing overall budget and forecast impact.
- Provides Risk & Opportunity Analysis to assess and evaluate project risk/opportunities at the funding stage and throughout the project lifecycle, compiling data and risk analyses.
- Audits projects on a weekly basis, to identify additional risks and overspends by activity code.
- Manages the Project Controls team ensuring administration of Contracts:
- Demonstrates extensive knowledge of prime contracts and subcontracts and identifies all gaps, risks, opportunities, and deliverables.
- Ensures adherence to terms of contract, including but not limited to impact notification timing.
- Resolves issues with contracts and subcontracts.
- Maintains a full understanding of all contractual obligations and ensures executed agreements and contracts are in place.
- Produces change orders packages and liaises with the counterpart in the client organization to ensure the client processes and approves change orders.
- Reviews subcontractor progress and performance and supporting payment applications.
- Manages the Project Controls team ensuring proper support to Project Manager throughout the reporting process:
- Collects data necessary for daily/weekly/monthly/yearly work completed.
- Participates in daily and weekly status and progress reports of construction on site.
- Creates the weekly and monthly Project Cost reports and presents them alongside the PM.
- Ensures team members maintain documentation and Procore, as outlined in the Procore SOP.
- Assists with Client Relationship Management:
- Assists Construction Director and Project Manager in client negotiations relating to executing contracts and change orders.
- Reporting:
- Ensures the Project Controls team periodically meets all reporting deadlines.
- Participates in daily and weekly status and progress reports of construction on site.
- Approves the weekly and monthly Project Cost reports and presents them alongside the PCM/PM.
- Aligns project cost reporting with Finance & Accounting reporting requirements.
- Operates Company aligned vehicle for project site visits and business trips.
- Attends work regularly and punctually, as scheduled or expected.
- Complies with Employee Handbook, Code of Conduct, and Company Policies & Procedures.
Additional Responsibilities:
- Understands the impacts of Scheduling on the cost control process:
- Reviews and understands schedule as it ties to contractual milestone dates.
- Assesses risks and makes recommendations for risk mitigation and contingency management.
- Supports development and implementation of the project execution plan.

Qualifications:
- Bachelor’s degree in Business, Finance, Engineering, Construction Management, Accounting, or 8 years of related experience required.
- 7 or more years of Project Controls/Commercial Manager experience in construction environment required.
- 1 or more years of supervisory/lead experience preferred.
- Ability to travel domestically 31 to 50%.
- Must possess a valid Driver’s license.

Anticipated base salary range: $138,000 - $172,000
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
