Delta Solutions and Strategies is seeking a Subject Matter Expert to provide Information Operations Planning support at Headquarters, US Space Command. In support of USSPACECOM J39, the SME will support the Operations Branch to provide the Commander, USSPACECOM and Director of Operations, Training, and Force Development (J3) with Military Deception and Deception Activities Management Support. 
 
These are high ops tempo positions that will include operational MISO/MilDec planning, analysis, and execution as well as exercise support.  SMEs can expect to perform occasional shift work to support exercises and operations.  IO Planners can also expect to support the Information Operations Working Group and related working groups to conduct ongoing planning, execution, synchronization, and integration of deception activities with appropriate USSPACECOM Directorates and components, CJCS Directorates, interagency partners, and other Combatant Commands.

What you will be doing:

  • Establishing the USSPACECOM MILDEC and DISO programs.
  • Providing Deception Execution support to applicable USSPACECOM directorates, component commands, Services and CJCS directorates to develop, execute and assess deception OAIs.
  • Conducting ongoing planning, execution, synchronization, and integration of deception activities with appropriate USSPACECOM Directorates and components, CJCS Directorates, interagency partners, and CCMDs.
  • Assisting with integrating planning, execution and policy considerations into component, joint, and combined exercises; executing functional responsibilities for real-world and exercise events which includes three major exercises per year and support to 24/7 operations during these and real-world events. 
  • Providing Joint Deception Planning support and developing and assessing MOE and MOP for deception plans and CONOPS.
  • Tracking and entering assessments of operations, activities, and investments (OAIs) into Defense Readiness Reporting System (DRRS) and other platforms.
  • Providing Deception Activities Management Support to produce, coordinate, and action requirements with relevant USSPACECOM/Chairman of the Joint Chiefs of Staff directorates to execute USSPACECOM deception activities.
  • Coordinating, scheduling, and notifying required audiences to attend Phoenix Echoes (PEs)/ Review and Approval Processes (RAPs) as required.  Drafting and routing MILDEC and DISO plans and orders for approval.
  • Developing MILDEC and DISO concepts of operations (CONOPs) and coordinate MILDEC and DISO with Counterintelligence. 
  • Fusing publicly available information with intelligence information from multiple disciplines utilizing open-source research and associated tools and analyzing potential gaps and develop appropriate options for supported plans, CONOPs, and/ or targeting efforts to achieve desired effects.
  • Participating in military decision-making processes (i.e., JOPP, MDMP, etc.).

What you will need:

  • Expert understanding and practical experience in how to influence relevant actor perceptions, behavior, action or inaction, and human and automated decision making in and through the information environment.
  • Excellent understanding of MILDEC, DISO, signature reduction, cyberspace operations and counter-intelligence operations. 
  • Ability to fuse publicly available information with intelligence information from multiple disciplines including HUMINT, SIGINT, IMINT and other disciplines.
  • Experience in providing strategic advice, technical guidance, analysis and recommendations for mission and program challenges. Has the specific skills, knowledge, and comprehension to perform all task functions quickly and accurately without supervision or assistance.
  • JMPE I and II desired. Military Deception training such as (but not limited to) MilDec Theater Operations Course (MDTOC) and MilDec Planners Course (MDPC).
  • BA/BS or MA/MS desired; 12+ years relevant experience and relevant PME in lieu of degree requirements.
  • TS/SCI clearance required with SAP eligibility.

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this position is $120,000-$140,000. Please note that the salary information is a general guideline only.
