Job Description Summary:

Approximately 50% of this job is spent dedicated to timekeeping processing tasks. The ideal candidate will have prior experience in auditing, correcting, and processing timekeeping for a variety of different employee types.
Under limited supervision, provides tactical execution of Human Resources (HR) transactions, time information and pre-payroll processing tasks, and recruitment and selection tasks. Provides comprehensive day-to-day support within HR and across the city to managers, employees, and candidates with transactions, system navigation, and general questions in these areas. Supports the HR team with special projects.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES                 

  • Reviews and processes transactions in the Human Resources Information System (HRIS), such as compensation changes, job postings, background checks, I-9 processing, onboarding tasks, hire, promotion, job change, termination, and timekeeping audit and corrections.
  • Coordinates day-to-day HR tasks and transactions. Maintains, inputs, and reviews confidential employee information in accordance with federal and state labor laws, city policies and procedures, and collective bargaining agreements.
  • Ensures data accuracy across candidate, employee, job, and time entry areas, and collaborates with other teams as needed, such as other HR teams, Payroll, and departments to appropriately share updates and answer related questions.
  • Conducts periodic and regular audits as assigned to ensure data integrity.  May develop and assist with testing Enterprise Integration Batch (EIB) data change files.
  • Provides excellent customer service for human resources questions via phone, email, Service Depot tickets, Inquire Boulder, in-person interactions, or other contact methods. Triages inquiries as appropriate and escalate concerns when needed.
  • Understands how the HR system functions across the modules utilized, such as Recruitment, Core Human Capital Management (HCM), Absence, and Time Tracking.
  • Assists HR Operations team in developing, maintaining, and reviewing Technical Guides, Standard Operating Procedures, and How-To Guides for assigned tasks. Participates and provides input into the recommendation of process-related and procedural improvements, as appropriate.
  • Works collaboratively with the HR Operations team and key cross-functional groups to share knowledge of emerging issues and proactively deliver service to improve candidate and employee experience.
  • Supports development, testing, education, and implementation of new business processes and workflows for ease and efficiency.
  • Leads department vendor, purchase order, and service agreement set-up in the system, and coordinates with Finance team for questions or issues.
  • Maintains employee and applicant files, employment verifications, pre and post adverse action applicant notifications, and assists in gathering information for data requests and internal audits or other special projects, such as employment law poster maintenance.
  • Supports logistical planning and execution of in-person and/or online employee or applicant meetings, job fairs, or events as requested, which may include reserving event space, scheduling vendors, ordering food, sending communications, assisting with day of set-up and break-down activities, greeting, and assisting vendors and event guests, etc.
  • Provides training, guidance, support, and thought partnership to other HR team members, in areas of expertise.

  • Ability to communicate technical guidance and solutions effectively to customers and to resolve customer complaints and concerns.

  • Knowledge of human resources processes, procedures, and documentation, preferably applicable to public sector organizations.

  • Skill in data management and processing documentation.
  • Must successfully pass a background check before first day of work and maintain acceptable screening.

PREFERRED QUALIFICATIONS

  • Knowledge of and experience in an HR related role with involvement in or exposure to a range of processes and practices.
  • Knowledge of and experience working with an HRIS, preferably Workday.
  • Professional in Human Resources (PHR) or Society for Human Resource Management – Certified Professional (SHRM-CP) certification.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Associate’s degree in any field; or equivalent of four (4) years of related experience may substitute for the education requirement only.
  • Two years of experience related to the duties and responsibilities specified.

WORKING CONDITIONS AND REQUIREMENTS    

  • Physical and Mental Effort: Primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate computer and office equipment; vision for reading, recording and interpreting information; ability to communicate with employees and the public. Capable of traveling between city supported buildings and to meetings in the Boulder metro area as needed.
  • Work Environment: Works primarily in an office environment.
  • Machines and Equipment Used: Standard business and professional tools and equipment including laptops, and telephones.
