Position Purpose:

The HR Compliance Operations Manager develops, implements, and leads the operational infrastructure supporting compliance, benefits, payroll, and employment-based immigration administration. Working under the strategic direction of the Human Resources Director, this leader independently turns established directives into standardized processes, effective team practices, reliable reporting, and measurable results. The Manager is accountable for assigned audit outcomes and corrective actions and progressively builds the organization’s Total Rewards capabilities, including proposing well-supported benefits enhancements. The role requires consistent onsite leadership, alignment with the Ministry’s mission and cultural standards, and ownership of implementation through sustained operational practice.

Essential Duties: 

  • Translate the HR Director’s established objectives into actionable implementation plans with responsibilities, milestones, and measurable outcomes.
  • Develop, implement, and maintain internal Compliance Team processes and SOPs, Director-approved standardized forms, checklists, case workflows, communication protocols, and reporting practices across assigned HR functions.
  • Establish reliable tracking and communication of employee leave, workplace injuries, workers’ compensation, benefits events, immigration matters, deadlines, outstanding actions, and case closure.
  • Identify operational gaps, propose scalable improvements aligned with the Director’s established objectives, lead approved changes, and monitor adoption and effectiveness.
  • Oversee compliance administration under applicable federal, state, and local employment requirements, including appropriate controls, documentation, confidentiality, and regulatory reporting.
  • Own the operational preparation, coordination, timely execution, and outcomes of assigned internal and external audits; maintain evidence, findings, action owners, and deadlines.
  • Analyze audit processes and findings, propose and implement approved corrective action plans, verify resolution, and report risks or barriers promptly to the HR Director.
  • Oversee benefits administration, enrollment, qualifying life events, COBRA, renewals, vendor coordination, and employee communications.
  • Build toward a comprehensive Total Rewards function by evaluating compensation administration, benefits offerings, employee needs, market data, and organizational affordability.
  • Proactively propose benefits upgrades and other Total Rewards improvements with supporting research, cost implications, recommendations, and implementation plans.
  • Oversee payroll administration, payroll tax and ACA reporting coordination, internal controls, reconciliations, data accuracy, and documented backup coverage.
  • Lead R-1 and other employment-based immigration administration processes, coordinating case documentation and management, role alignment, deadlines, employee communication, and immigration counsel.
  • Develop assigned team members, define responsibilities and standards, provide coaching, establish cross-training, and maintain accountability for consistent service and execution within the HR Compliance Operations.
  • Provide routine operational reports to the HR Director covering priorities, audit findings, case timeliness, compliance deadlines, risks, and implementation progress.
  • Model the Ministry’s mission and cultural standards; exercise independent judgment in determining how to carry out approved priorities while remaining aligned with the HR Director’s direction.
  • Other duties as assigned.
Qualifications

Knowledge, Skills, and Abilities: 

  • Experience interpreting a strategic vision into an operational model.
  • Demonstrated ability to build operational infrastructure and independently translate strategic direction into implemented processes and measurable results.
  • Strong knowledge of HR compliance administration, benefits, payroll, internal controls, and applicable employment regulations.
  • Experience coordinating audits, identifying root causes, monitoring corrective actions, and improving audit outcomes.
  • Ability to evaluate benefits and Total Rewards options, assess cost and employee impact, and present practical recommendations.
  • Strong analytical skills, reporting proficiency, and advanced Excel and HR information system capabilities.
  • Effective team leadership, change management, coaching, delegation, and accountability skills.
  • Excellent written and verbal communication, professional discretion, organization, and sound judgment.
  • Initiative, adaptability, service orientation, and the ability to maintain alignment with established leadership priorities.
  • Deep understanding of and experience with Compliance Reporting and Audits.
  • Well-versed in database analysis and database management. 
  • Ability to provide direction, influence, and lead others with inspiration.
  • Change management skills and experience.
  • Demonstrated attention to detail and strong organizational skills with the ability to prioritize, problem-solve, and multi-task.
  • Expert in the use and development of Excel spreadsheets, and proficiency in the use of PCs for Microsoft Suite and processing internet research.
  • Mature, humble, and proactive character.
  • Experience in successfully partnering with IT staff. 
  • An effective communicator at all levels in the organization, with strong verbal and written skills and a willingness to share information. 
  • A collaborative and flexible working style, with a strong service mentality. 

Requirements:

  • Must have a personal relationship with Jesus Christ.
  • Must sign the Statement of Faith. 
  • A Bachelor's Degree or equivalent experience is required.
  • A Charis Bible College graduate is preferred.         
  • Must pass all required checks.

Experience:

  • Minimum of 3-5 years of office experience that must include auditing, accounting, or analytical-related functions.
  • Minimum 2-3 years of experience supervising a team; Preferably in a customer service environment.
  • Experience in HR/Accounting/Finance, or specializing in payroll taxes and procedures.
  • Compensation is commensurate with experience.
