The Role: 

We’re looking for an HR Operations Manager to drive the backbone of our people infrastructure through scalable compensation, compliance, benefits, and HR technology practices. This role is ideal for someone who thrives on process design, is detail-oriented and systems-minded, and enjoys building high-integrity people programs that support a global, high-growth environment. The ideal candidate has experience establishing total rewards practices and cycles, implementing HR systems, ensuring global compliance, and building data-driven, scalable foundations that support both the employee experience and the business. This role will work collaboratively with the broader People Operations team for tactical support, stakeholder alignment, and change management. Not all areas are expected to advance simultaneously; prioritization will be guided by evolving business needs.

Responsibilities: 

  • Lead the buildout of a net new compensation structure and recommend tools and processes to support efficient and accurate benchmarking.
  • Maintain compensation bands and leveling frameworks and prepare compensation data for HRIS automation.
  • Oversee compensation program administration, including day-to-day support for job offers and internal job changes.
  • Lead annual compensation cycles such as merit planning, incentive plan renewals, and compensation range refreshes.
  • Administer core benefits programs, open enrollment, and ongoing payroll/benefits reconciliations.
  • Introduce and manage low-cost, high-impact benefits and wellness offerings through broker partnerships.
  • Own end-to-end leave of absence management.
  • Provide actionable people metrics and insights (e.g., attrition, pay equity, cost per hire, revenue per employee) and make recommendations to address emerging issues and improvement areas.
  • Support federal and state compliance across all areas of HR operations including policies, procedures, trainings, and filings (e.g., EEO-1, ACA, 5500).
  • Partner with internal stakeholders on evolving compliance frameworks (e.g., SOC II, SOX, GDPR), especially as we scale globally.
  • Manage operational governance and documentation audits, including I-9s, EEO data, onboarding/offboarding records, and policy acknowledgments.
  • Support occasional immigration processes.
  • Play a support role in the implementation of Workday HRIS and ongoing system maintenance.
  • Own the HR Confluence knowledge base to support Tier 0 enablement for employees and managers, with support from other People Operations staff.

Skills and Qualifications: 

  • 6+ years of experience in HR operations, with a focus on compensation, benefits, systems, and compliance.
  • Hands-on experience with compensation cycles, job leveling, and pay benchmarking.
  • Working knowledge of U.S. labor laws and regulatory frameworks (e.g., ACA, EEO, GDPR, SOX, SOC II).
  • Comfortable working across multiple priorities and adapting to evolving business needs.
  • Strong attention to detail, systems thinking, and cross-functional collaboration.
  • Proficiency with HRIS tools (e.g., Workday, Gusto, or similar).
  • Strong analytical and organizational skills, with a passion for documentation and data integrity.
  • Experience using collaboration tools like Confluence and JIRA.
  • Comfortable navigating change and ambiguity in a fast-paced, high-growth startup environment.

Bonus Skills and Qualifications:

  • PHR, CCP or equivalent certification.
  • Workday implementation experience.
  • Experience supporting a scaling startup with an international presence.

Base Salary Range: $120,000 - $140,000

In accordance with applicable state and federal laws, the range provided is Halcyon’s reasonable estimate of the base compensation for this role. The actual amount may differ based on non-discriminatory factors such as experience, knowledge, skills, abilities, and location. Base pay is one part of the total package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and equity in the Company.
