Opportunity:
CACI is seeking a HCM Cloud SAFe Agile Coach & Scrum Master to drive Agile execution excellence across a large-scale federal HCM modernization program deploying Oracle Fusion Cloud HCM for federal civilian employees across multiple agencies. The SAFe Agile framework serves as the delivery engine that makes this complexity manageable. As an Agile Coach and Scrum Master, you will facilitate Agile Release Train (ART) ceremonies, serve as Scrum Master for cross-functional teams across Core HR, Talent and Learning, Benefits, Compensation, HCM Application Security, and Technical/Functional Support, and coach teams on SAFe principles and practices. You may also serve as a Release Train Engineer (RTE), orchestrating Program Increment (PI) Planning, managing cross-team dependencies, tracking velocity and throughput metrics, and driving inspect-and-adapt cycles. With Oracle quarterly updates, parallel agency transitions, and comprehensive functional requirements, the program requires disciplined Agile execution at every level. This role is ideal for Agile professionals seeking to coach and lead at enterprise scale within a program shaping federal IT delivery for years to come.

The role is remote with preference for candidates in the DMV area.

Responsibilities:

  • Serve as Scrum Master for one or more cross-functional Agile teams aligned to Oracle Fusion Cloud HCM modules such as Core HR, Talent Acquisition, Learning, Benefits, Compensation, HCM Application Security, or Technical/Functional Support.
  • Facilitate all SAFe Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, retrospectives, backlog refinement, and inspect‑and‑adapt sessions focused on continuous improvement.
  • Serve as or support the Release Train Engineer (RTE) in planning and executing PI Planning events, coordinating PI objectives, identifying cross-team dependencies, and establishing realistic commitments.
  • Track and report Agile metrics including velocity, throughput, cycle time, cumulative flow, defect rates, and PI predictability to provide visibility into team health and delivery performance.
  • Identify, track, and remove impediments that hinder team progress, escalating systemic issues and facilitating cross-team dependency resolution.
  • Coach team members, product owners, and stakeholders on SAFe Lean‑Agile principles, Scrum practices, and a continuous delivery mindset.
  • Coordinate cross-team planning for Oracle quarterly update sprints, ensuring update assessment, regression testing, and deployment activities align with PI cadence.
  • Facilitate ART sync meetings, Scrum of Scrums, and system demos to maintain alignment across functional, technical, integration, and testing teams.
  • Support agency transition task orders by tailoring Agile practices to each agency migration wave, scaling ceremonies appropriately for varying complexity tiers.
  • Maintain and optimize Agile tooling such as JIRA and Confluence to ensure accurate backlog management, sprint tracking, and program-level reporting.
  • Facilitate inspect‑and‑adapt workshops at the end of each PI and drive problem‑solving activities that result in actionable improvements.
  • Operate independently to analyze and resolve complex functional and technical issues, mentor junior team members, and serve as a program-wide Agile resource.
  • Lead small work efforts and technical initiatives, conduct deliverable reviews, and guide junior consultants on Oracle Fusion Cloud HCM best practices.

Qualifications:
Required: 

  • Must be able to obtain and maintain a Public Trust clearance (US Citizenship required).

  • Bachelor’s degree and 5 years of relevant experience; additional experience may substitute for the degree.

  • 5+ years of professional experience in Agile coaching, Scrum Master roles, or Agile delivery for enterprise IT programs.

  • Active SAFe certification (SA, SSM, SASM, or SPC).

  • 3+ years of hands‑on experience serving as Scrum Master or Agile Coach for teams of 7–12 members in enterprise software development or implementation environments.

  • Demonstrated experience facilitating PI Planning, managing program‑level backlogs, and coordinating cross‑team dependencies within SAFe Agile Release Trains.

  • Strong facilitation and conflict resolution skills for guiding teams through retrospectives, problem-solving, and complex discussions.

  • Experience with Agile project management tools such as JIRA, Azure DevOps, or Rally.

  • Excellent communication skills for interacting with technical teams, product owners, and program leadership.

Desired:

  • 5+ years of Agile coaching or Scrum Master experience, including enterprise-scale SAFe implementations with 5+ Agile teams.

  • Experience serving as a Release Train Engineer (RTE) responsible for ART‑level planning and execution.

  • Multiple SAFe certifications demonstrating breadth across the framework (e.g., SA + SSM + SPC, or RTE + SPC).

  • Experience coaching Agile teams in Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar enterprise SaaS environments.

  • Familiarity with federal IT program delivery, government contracting, and Agile implementation within regulated environments.

  • Experience with SAFe Lean Portfolio Management practices such as portfolio Kanban, strategic themes, and lean budgeting.

  • ICAgile ICP‑ACC or Certified Scrum Professional (CSP‑SM) certification.

  • Experience with Oracle Cloud technologies such as OIC or OCI in enterprise HCM or ERP context

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$75,200-$158,100
