Estimated annual base pay:

  •  Government Proposal Pricing Analyst II: $72,000 - $93,000

  •  Sr Government Proposal Pricing Analyst: $85,000 - $110,000

  • All members included in annual cash bonus opportunity.

Government Proposal Pricing Analyst II

Key Responsibilities:

  • Learn and follow the processes defined in Woodwards Cost Estimating and Pricing manual.

  • Develop and prepare FAR Part 15 compliant proposals, ensuring full compliance with the Truthful Cost or Pricing Data Act (formerly TINA) when required.

  • Collaborate with cross-functional teams to gather required data and insights for proposal development.

  • Assist in interfacing with DCAA (Defense Contract Audit Agency) and DCMA (Defense Contract Management Agency) during audits, providing requested documentation and explanations.

  • Prepare responses to customer audit requests, ensuring clear communication and timely submission of required materials.

  • Support process improvement initiatives by identifying opportunities to enhance efficiency and compliance.

  • Read and understand Basis of Estimates (BOEs) and Bills of Material (BOMs), while developing a working knowledge of manufacturing processes.

  • Reporting: Preparing pricing, cost analysis, and audit support reports, and communicating financial information clearly to internal teams, customers, and government audit personnel.

  • Data Management: Collecting, organizing, and maintaining proposals, pricing, and actual cost data to ensure accuracy, completeness, and traceability of supporting documentation.

  • Communication: Excellent written and verbal communication skills, including the ability to communicate complex financial information to non-financial stakeholders.

  • Problem Solving: Strong problem-solving skills, including the ability to identify and analyze pricing, cost, and proposal issues and recommend solutions.

  • Attention to Detail: Strong attention to detail and accuracy, including the ability to identify errors and discrepancies in financial data.

  • Time Management: Ability to manage multiple tasks and priorities, meet deadlines, and work independently.

  • Technical Skills: Proficiency in Microsoft Excel, ProPricer, SAP, and other pricing and analytical tools.

  • Business Acumen: Knowledge of the company's business, government contracting environment, and defense market dynamics.

Successful Candidates Will Typically Have

  • US – Bachelor's Degree in Arts/Sciences in Accounting, Finance or Economics required.

  • 2-5 years of experience in cost estimation, government contracting, or a related discipline.

Sr Government Proposal Pricing Analyst

Key Responsibilities:

  • Lead the development and preparation of FAR Part 15 compliant proposals, ensuring compliance with the Truthful Cost or Pricing Data Act (formerly TINA), as required, and providing strategic direction to cross-functional teams.

  • Perform advanced material and labor cost analysis, ensuring data is accurate, compliant, and aligns with organizational and regulatory objectives.

  • Serve as the primary point of contact with DCAA and DCMA during audits, managing communications, providing detailed documentation, and addressing inquiries with expertise.

  • Oversee and approve responses to customer audit requests, ensuring clear, effective, and timely communication while demonstrating a deep understanding of regulatory requirements.

  • Drive continuous improvement initiatives across proposal and pricing processes, identifying inefficiencies and implementing best practices to enhance compliance and productivity.

  • Provide expert-level review and analysis of Basis of Estimates (BOEs) and Bills of Material (BOMs), leveraging a strong understanding of manufacturing processes to ensure accuracy and reliability.

  • Analyze and interpret complex proposals, pricing, and actuals data from multiple sources, synthesizing insights to support pricing decisions and audit responses.

  • Mentor and guide junior pricing analysts, sharing expertise in cost estimation, pricing strategies, and FAR/DFARS compliance to support team development.

  • Manage competing priorities effectively, ensuring deadlines are met and results align with organizational objectives.

  • Proposal Related Reporting: Preparing pricing, cost analysis, and audit support reports to provide internal stakeholders with clear visibility into proposal and actual cost data.

  • Stakeholder Management: Building and maintaining relationships with internal stakeholders, customers, and government audit personnel to support proposals, pricing, and audit activities.

Successful Candidates Will Typically Have:

  • US – Bachelor's Degree in Arts/Sciences in Accounting, Finance or Economics required.

  • 5 or more years of relevant experience in FAR Part 15 regulations, cost estimation principles, and government contracting practices.
