Government Affairs Manager

Ibotta is seeking a dynamic and highly motivated Government Affairs Manager to join our innovative team and contribute to our mission to Make Every Purchase Rewarding. The Manager, Government Affairs will be responsible for identifying, monitoring, and assessing emerging policy developments; coordinating advocacy efforts; and building relationships with policymakers and external stakeholders. This role will work across a range of issues affecting Ibotta’s business, including emerging policy debates related to artificial intelligence, data and privacy, digital promotions, and other technology and consumer policy issues to support the company’s broader government affairs and public policy strategy. This is an externally facing role that requires travel across the country to meet with elected officials and testify at legislative and regulatory hearings.

This position is located in Denver, Colorado as a hybrid position requiring 3 days in office (Tuesday, Wednesday, and Thursday). Candidates must live in the United States.

What you will be doing:

• Identify, monitor, and manage local and state legislative proposals that impact Ibotta.

• Execute advocacy strategies within assigned jurisdictions in support of Ibotta’s broader government affairs priorities.

• Coordinate with external lobbyists and consultants in assigned jurisdictions, including managing day-to-day communication, legislative intelligence, and advocacy activities.

• Cultivate relationships with local and state lawmakers, regulators, legislative staff, industry partners, and other key stakeholders.

• Draft policy position statements, legislative amendments, advocacy materials, and other written materials for internal and external use.

• Prepare briefing materials, talking points, testimony, and meeting preparation for engagement with government officials and external stakeholders.

• Represent Ibotta, as appropriate, in legislative hearings, policymaker meetings, stakeholder discussions, and policy forums.

• Participate in industry coalitions and trade associations and coordinate with peer companies and advocacy organizations on shared policy priorities.

• Partner closely with Legal, Sales/Business Development, Marketing, and other internal teams to understand business priorities and assess the potential impact of legislative and regulatory developments.

• Provide clear and timely updates to the Director of Government Affairs and relevant internal stakeholders on legislative developments, political dynamics, risks, and opportunities.

• Support the continued development of Government Affairs processes, tracking systems, policy resources, and other infrastructure as the function grows.

What we are looking for:

• 5–7 years of experience in government affairs, public policy, legislative affairs, political advocacy, or a related field, with experience navigating state and/or local government.

• Bachelor’s degree in Public Policy, Political Science, Government, Law, or a related field preferred

• Proven understanding of the legislative and regulatory process, particularly at the state and local level.

• Demonstrated ability to build productive relationships with policymakers, legislative staff, external stakeholders, and internal partners.

• Proven project management skills, including the ability to independently manage multiple jurisdictions, legislative issues, and external partners simultaneously.

• Comfortable representing the company externally, including in meetings with government officials and, as appropriate, before legislative or regulatory bodies.

• Ability to analyze complex legislative and regulatory proposals, identify potential business implications, and communicate findings clearly and concisely.

• Interest in and aptitude for quickly learning complex and rapidly evolving policy issues, including artificial intelligence, data privacy, technology, and consumer policy.

• Excellent written and verbal communication skills, with the ability to translate complex policy issues for a variety of audiences.

• Ability to operate effectively in fast-moving and sometimes ambiguous policy environments.

• Ability and willingness to travel up to 20-25% of the time for legislative sessions, policymaker meetings, industry events, and other government affairs activities.

Additional Details:

• This position is located in Denver, CO and includes competitive pay, flexible time off, benefits package (including medical, dental, vision), Employee Stock Purchase Program, and 401k match. Denver office perks include paid parking, snacks, and occasional meals.

• Base compensation range: $110,000 - $125,000. Equity is included in the overall compensation package. This compensation range is specific to the United States labor market and may be adjusted based on actual experience.
