Nakupuna Solutions seeks a Financial Analyst to support the U.S. Department of State’s Bureau of Global Health Security and Diplomacy (GHSD). GHSD leads and coordinates the Department’s work to strengthen global health security and prevent, detect, and respond to infectious diseases, including HIV/AIDS. The Bureau leads U.S. diplomatic engagement, leverages and helps coordinate U.S. foreign assistance, and promotes international cooperation to better protect the United States and the world from health threats.


The Financial Analyst will support GHSD foreign assistance programming and implementation of U.S. global health priorities under the America First Global Health Strategy (AFGHS). The position will provide financial, award-management, and administrative support to GHSD Contracting Officer’s Representatives (CORs) and Grants Officer’s Representatives (GORs), helping ensure the effective financial management and oversight of contracts, grants, cooperative agreements, and other program instruments.


The Financial Analyst will support award-level budgeting, financial analysis and reporting, invoice review, transaction reconciliation, knowledge management, and maintenance of award documentation. The position will work closely with CORs, GORs, Activity Managers at Post, implementing partners, and GHSD leadership to maintain accurate financial information, monitor award performance and compliance, and provide timely analysis to support programmatic and financial decision-making. The Financial Analyst will be assigned to GHSD and report to the Deputy Director of the assigned office.

Responsibilities

• Award Management Support: Support CORs and GORs in the financial and administrative management of GHSD awards, including tracking scopes of work, workplans, approvals, reports, and other required award documentation.• Maintain accurate, complete, and organized award records in ASIST or other designated document and knowledge-management systems, ensuring appropriate filing and recordkeeping.• Coordinate with CORs and GORs to support regular, timely, accurate, and useful communication with Activity Managers at Post and implementing mechanism headquarters teams.• Budget Preparation and Analysis: Assist CORs and GORs in developing, maintaining, and analyzing program and award-level budgets.• Ensure budgets align with GHSD financial-management policies, award requirements, and program objectives.• Analyze budget execution, expenditures, and financial trends and provide recommendations to improve allocation and utilization of program resources.• Transaction Records and Accounting: Maintain accurate and current records of award-related financial transactions, including obligations, expenditures, modifications, and other relevant financial actions.• Track, reconcile, and validate financial information against Department of State accounting systems and identify and resolve discrepancies as appropriate.• Prepare periodic financial analyses and reports for CORs, GORs, office leadership, and GHSD leadership.• Invoice Review and Processing: Log, review, and track project invoices for compliance with award terms, financial-management policies, available funding, and supporting documentation requirements.• Coordinate with CORs, GORs, and award recipients to address discrepancies, incomplete documentation, or other issues affecting invoice processing.• Facilitate timely review and processing of invoices to minimize delays to program implementation.• Support CORs and GORs in monitoring award financial performance, compliance, and implementation against established requirements.• Assist with audits, financial reviews, reconciliations, and other oversight activities involving GHSD awards.• Analyze complex financial and programmatic information and provide clear, actionable findings and recommendations to support decision-making.• Draft and edit financial analyses, reports, and briefing materials related to GHSD program budgets and individual awards.• Provide financial and technical input related to awards for use by GHSD staff in leadership briefings, public messaging, communications with Congress, and coordination with other U.S. Government agencies.• Identify opportunities to strengthen financial-management processes, internal controls, tracking mechanisms, and award-management practices.• Perform other financial and administrative duties as required to support GHSD award management.


Deliverables:• Weekly and/or monthly financial reports summarizing award transactions, budget status, expenditures, obligations, and other relevant financial information.• Written analyses and status reports addressing GHSD budgets, awards, and program financial performance.• Quarterly SF-425 evaluation submissions prepared in support of the GOR for submission to the Grants Officer.• Regularly updated tracking logs and/or dashboards for scopes of work, workplans, approvals, reports, and other award requirements, supporting effective management from SOW development through implementation.• Comprehensive and current award documentation maintained in ASIST or other designated systems in accordance with applicable GHSD requirements.• Invoice review logs documenting compliance reviews, discrepancies, required corrective actions, and processing status.• Accurate and current award transaction records maintained in accordance with GHSD policies and financial-management requirements.• Budget analyses, projections, financial reports, and recommendations supporting COR/GOR and leadership decision-making.• Recommendations for improving financial-management, award-management, and knowledge-management processes, as needed.

Qualifications

Skills/Qualifications: The ideal candidate will possess strong financial-management and analytical capabilities, exceptional attention to detail, and demonstrated experience supporting the financial administration and oversight of complex awards or programs. The candidate should be able to translate financial and programmatic data into clear information that supports effective management and decision-making.• Demonstrated experience with financial analysis and reporting, budget development, forecasting and projections, expenditure analysis, and financial reconciliation.• Strong knowledge of accounting principles and practices and experience applying them to program, project, contract, grant, or award-level financial management.• Advanced proficiency in Microsoft Excel and spreadsheet-based financial analysis, including organizing, analyzing, reconciling, and presenting complex financial data.• Experience conducting quantitative data analysis, cost-benefit analysis, financial modeling, or other analytical approaches relevant to program and award management.• Demonstrated ability to interpret financial-management policies, fiscal requirements, and award terms and apply them to day-to-day program implementation.• Experience using enterprise resource planning (ERP), financial-management, accounting, or comparable business systems.• Strong knowledge-management skills, including experience tracking and maintaining scopes of work, workplans, approvals, reports, financial records, and other award documentation.• Experience with ASIST and/or comparable document-management and recordkeeping systems highly desirable.• Demonstrated ability to review invoices, financial transactions, obligations, expenditures, and supporting documentation for accuracy, completeness, and compliance.• Strong analytical and critical-thinking skills, with the ability to interpret complex financial and programmatic data, identify trends or discrepancies, and develop practical recommendations.• Ability to work effectively with CORs, GORs, Activity Managers, implementing partners, financial-management personnel, and senior stakeholders.• Excellent written and verbal communication skills, including the ability to prepare financial analyses, reports, briefing materials, and other products for technical and senior-level audiences.• Strong organizational and time-management skills, with the ability to manage multiple awards, deadlines, financial requirements, and competing priorities.• Self-motivated with strong attention to detail and the ability to work independently while contributing effectively within a multidisciplinary team.• Proficiency in Microsoft Office applications and other relevant financial, data-management, and collaboration tools.• A combined background in health sciences and business or finance, with an understanding of the financial drivers associated with global health programming, is desired.


Education and Experience: • Bachelor’s degree (BA/BS) in Accounting, Economics, Finance, Business, or a related field appropriate to the work of the position.• Minimum 6 years of relevant professional experience in financial analysis, budgeting, accounting, financial management, award management, or a related field; 6–9 years of relevant experience preferred.• Demonstrated experience supporting financial management and oversight of contracts, grants, cooperative agreements, or other complex awards preferred.• Experience supporting U.S. Government foreign assistance, federal financial management, international development, or global health programs preferred.


Work Schedule: Position is full-time, 40 hours per week (Monday-Friday) in Washington, DC.


Travel: Potential for domestic and international travel in support of Bureau requirements (10%).


Clearance Requirements: Active Secret security clearance required. Must be a US citizen.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $115,000.00 to $135,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies’ total compensation package for employees.
