As a trusted partner and leader in providing energy and sustainability consulting services to the federal government, Concurrent Technologies Corporation (CTC) understands the increasing complexity of achieving energy security and data management in a changing world. As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security, and data management issues and support the military mission, while reducing environmental impacts. We take our role seriously, as our efforts ensure our installations and assets are prepared in any operating environment, present and future.

Key Responsibilities:

  • Serve as the OT-specific Cybersecurity Architect supporting development and deployment of the Marine Corps FRCS Enterprise Architecture.
  • Plan and coordinate a MCEN-hosted FRCS Reference Architecture leveraging SDN, SDA, and OT continuous monitoring platforms.
  • Develop and maintain the FRCS Enterprise Architecture and associated enterprise POA&Ms.
  • Create and update RASCI charts identifying roles and responsibilities of the FRCS Architecture.
  • Coordinate with all stakeholders to establish Cybersecurity Service Provider (CSSP) roles, responsibilities, and monitoring/reporting functions for all FRCS.
  • Review and recommend updates to appropriate guides and policies to ensure alignment with the new FRCS Reference Architecture.
  • Develop, update, and maintain MOAs, MOUs, and SLAs defining responsibilities for FRCS server hosting, firewall management, and FRCS infrastructure usage.
  • Provide technical and analytical support for FRCS authorization, including resolving issues related to ATOs, system integration, and cybersecurity.
  • Support creation of FRCS documentation: inventories, Security Plans, Configuration Management Plans, Contingency Plans, Disaster Recovery Plans, Incident Response Plans, Action Plans, and Portfolio Management artifacts.
  • Plan, participate, and support FRCS Enterprise Architecture TAG, Regional Working Groups, and Test Bed TAGs, including facilitation, briefing development, minutes, and charter maintenance.
  • Develop Information Papers, Decision Papers, Executive Briefs, and sustain FRCS SharePoint content.
  • Support annual FRCS workshops and coordinate training and project data calls across Regions and MARFORRES.
  • Provide technical support for FRCS Portfolio Management, including DoD system registration (DADMS, DITPR-DON, DPAS), OEP support, ITPRs, PBIS-IT submissions, and license agreement development.
  • Travel to Marine Corps installations to support architecture planning and cybersecurity expertise.
  • Assess security postures of OT networks, including protocol analysis (e.g., Modbus, DNP3, OPC), segmentation, and perimeter defense.
  • Provide guidance on cybersecurity compliance for ICS/SCADA vendors and integrators.
  • Stay abreast of emerging cyber threats, attack techniques, and industry best practices in computer network defense. Assess their potential impact on the organization and make recommendations for proactive measures.
  • Participate in conferences, work groups, meetings and other required events.


Basic Qualifications:

  • Bachelor’s Degree in Computer Science or IT related field or at least 10 years of experience performing in cybersecurity architecture, enterprise architecture, OT/ICS security engineering, or RMF system authorization.
  • Demonstrated experience developing or managing enterprise architectures, preferably in federal or DoD environments.
  • Experience with RMF documentation, control implementation, POA&M development, and compliance validation.
  • Experience with software-defined networking/software defined access (SDN, SDA) and segregated OT environments.
  • Experience coordinating with multiple stakeholder organizations at the enterprise level.
  • Experience developing or maintaining MOAs/MOUs/SLAs and defining cross-functional responsibilities.
  • Experience supporting ATO processes, cybersecurity assessments, or system accreditation efforts.
  • Ability to obtain and maintain a SECRET security clearance.
  • Ability to travel as required.


Preferred Qualifications:

  • Advanced degree (MS or higher) in Cybersecurity, Systems Engineering, Enterprise Architecture, or related field.
  • Experience with USMC IT and OT/FRCS Systems and cybersecurity processes.
  • Experience with Marine Corps Enterprise Network (MCEN), MARFORCYBER, MCCOG, and other USMC cybersecurity organizations.
  • Professional cybersecurity certifications: CISSP, CISM, CASP+, CySA+, GICSP, GSLC, or equivalent.
  • Experience developing RASCI charts or organizational governance frameworks.
  • Experience with Cybersecurity Service Provider (CSSP) operations.
  • Experience with SharePoint site design, documentation workflows, and enterprise communication products.
  • Experience with Zero Trust Architecture (ZTA) principles applied to OT environments.
