We are seeking a Senior Contracts Program Manager to lead DCPS’s global contracting, procurement operations, and supplier governance program for physical security services across Microsoft’s worldwide datacenter portfolio.

This role reports to the DCPS Business Operations Director and serves as a trusted advisor to business leaders and partners across Strategic Sourcing, Finance, Legal, and Security Operations. The Senior Contracts Program Manager will be responsible for the overall management and effectiveness of the contracting and procurement program, including program governance, processes, performance, risk management, and oversight of vendors or other resources supporting program execution. The role will also directly manage complex or high-impact supplier agreements and Statements of Work (SOWs) and help ensure security services are contracted and funded in a compliant, scalable, and cost-effective manner that supports Microsoft’s continued growth and evolving business needs.

Responsibilities

Responsibilities:

Contracting & Procurement Management

  • Own and manage the global DCPS contracting and procurement program, including program strategy, governance, processes, priorities, performance, risks, and continuous improvement.
  • Establish and maintain program standards, operating procedures, roles and responsibilities, controls, and mechanisms to support consistent execution across regions.
  • Provide operational oversight and direction for vendors or other resources supporting contracting and procurement activities, including establishing priorities, monitoring deliverables, resolving issues, and ensuring work is completed in accordance with program requirements.
  • Lead or directly support the development, negotiation, execution, renewal, and lifecycle management of complex or high-impact Statements of Work (SOWs), amendments, and other commercial agreements to ensure global physical security services remain contractually supported.
  • Oversee procurement activities supporting global security operations, including purchase orders, funding requests, contract extensions, sourcing reviews, business justifications, and required approvals, while directly managing activities where appropriate.
  • Maintain a forward-looking view of contract expirations, procurement requirements, funding needs, sourcing activities, and other program dependencies to anticipate and mitigate risks that could disrupt physical security services or impact operational continuity.
  • Partner with Strategic Sourcing and business stakeholders to plan and execute supplier sourcing activities, including Requests for Information (RFIs), Requests for Quotation (RFQs), and Requests for Proposal (RFPs), to support supplier selection and evolving operational requirements.
  • Partner with Strategic Sourcing, Legal, Finance, and Security Operations to develop contracting and procurement solutions that meet business and operational requirements while complying with applicable Microsoft policies, standards, and controls.

Operational Planning & Business Excellence

  • Develop and maintain the program roadmap, priorities, milestones, dependencies, and operating rhythms necessary to support contracting and procurement requirements across the global DCPS organization.
  • Support field security operations through planning, training, guidance, and coordination of contracting, procurement, funding, and supplier requirements, including support for new datacenter locations and evolving security programs.
  • Develop, refine, and monitor key performance indicators (KPIs) and program health measures across contracting, procurement, supplier performance, and financial commitments to proactively identify risks, maintain operational readiness, and provide actionable insights to leadership.
  • Develop and standardize scalable contracting, procurement, and supplier management processes across regions, including procedures, guidance, tools, and supporting documentation.
  • Identify and lead process improvement, automation, and reporting initiatives that increase efficiency, strengthen controls, improve scalability, and reduce operational risk.
  • Establish mechanisms to track program commitments, issues, risks, and dependencies and drive appropriate follow-through and escalation.

Supplier Governance & Compliance

  • Lead the supplier governance program for global security suppliers, including governance mechanisms, performance reviews, commercial issue resolution, escalation management, and risks that could impact service delivery or operational continuity.
  • Establish expectations and oversight mechanisms for vendors supporting contracting, procurement, and supplier management activities and monitor performance against defined deliverables and service expectations.
  • Coordinate supplier onboarding and ongoing business requirements, including legal entity, banking, tax, payment, security, privacy, and other compliance requirements necessary to support service delivery.
  • Partner with internal stakeholders and suppliers to identify, assess, track, and mitigate supplier, commercial, operational, and compliance risks.
  • Maintain appropriate program, contractual, procurement, and supplier records to support governance, compliance, audit requirements, and management reporting.
