BizFirst is assisting our client with recruiting a Budget Execution Analyst to support the Maritime Administration (MARAD) CFO Financial Management Support Services program. This is a full-time, fully remote role on an awarded task order, with an October 2026 start date.
Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.
Track MARAD’s funds from apportionment through outlay across appropriated, reimbursable and revolving fund accounts. This role focuses on budget execution and funds control, with a monthly Status of Funds report as the recurring deliverable.
The task order sets standards of 100% timely delivery, 98% calculation accuracy and zero Anti-Deficiency Act threshold breaches, subject to Government review and execution audit. Work is independently reviewed before release, and risks to deadlines or funding limits are escalated to the Senior Program Manager with a recommended action.
- Monitor execution across appropriated, reimbursable and revolving fund accounts, linking apportionments and funding controls to commitments, obligations, expenditures, outlays and available balances by fund and period.
- Track OMB SF-132 apportionments and reapportionments and SF-1151 nonexpenditure fund transfers, maintaining the current apportionment position for each account.
- Prepare the monthly Status of Funds execution report, planning backward from submission through source cutoff, preparation, independent review and release.
- Monitor obligation thresholds and immediately escalate potential over-obligation or Anti-Deficiency Act risk through the Senior Program Manager to designated Government officials, without making the determination yourself.
- Assist in preparing congressional budget justification exhibits and the supporting execution data.
- Evaluate multi-year funding trends and build execution forecasts from reconciled actuals and estimated remaining activity, using approved plans, award milestones and reimbursable information.
- Compare actual to forecast each cycle, separating timing shifts from changed requirements or assumptions before recommending rescheduling or addressing funding gaps.
- Prepare exception briefs identifying the affected funding, amount, timing, cause and recommended action.
- Support the Budget Execution & Accounting Lead on reimbursable and revolving fund execution questions.
- Supply validated execution source data to the Business Analytics Lead for management dashboards, with control totals agreed before use.
- Bachelor’s degree in accounting, finance, business or a related field.
- Four or more years of federal financial management experience, including budget execution or funds control.
- Working knowledge of apportionments, allotments, commitments, obligations, undelivered orders, unliquidated obligations and available balances.
- Direct experience with SF-132 apportionment preparation or analysis and SF-133 budget execution reporting.
- Working knowledge of the U.S. Standard General Ledger, funds control concepts and Anti-Deficiency Act risk indicators.
- Ability to work to a fixed monthly delivery calendar and an accuracy standard audited by the customer.
- Ability to obtain and maintain a Public Trust / Moderate Risk determination.
- Experience in a civilian agency CFO office, particularly within the Department of Transportation.
- Hands-on use of Oracle Federal Financials, particularly DOT’s Delphi.
- Experience with SF-1151 nonexpenditure transfers and reimbursable or revolving fund execution.
- Experience preparing congressional budget justification exhibits or OMB MAX A-11 submissions.
- Experience building execution forecasts that leadership relies on for funding decisions.
- CGFM, CPA or CDFM credential.
- In the first 90 days: a working funds-control view by fund and period, the current apportionment position confirmed for every account, and the first Status of Funds report delivered on calendar and accepted without revision.
- By the end of the base year: zero Anti-Deficiency Act threshold breaches, 100% on-time monthly Status of Funds reporting, calculation accuracy at or above 98%, and forecast variances explained by cause.
- Public Trust / Moderate Risk determination required; work may begin on interim suitability approval where the Government grants it.
