Zoning Specialist, Wireless Telecommunications
Job Summary
We are seeking a Zoning Specialist to manage the permitting and entitlement process for wireless telecommunications sites. This position is responsible for securing all necessary approvals from local jurisdictions to ensure project compliance with zoning codes and ordinances. A key function of this role is to navigate complex regulatory landscapes, particularly those related to federal and state mandates for wireless infrastructure.
Key Responsibilities
- Permitting & Entitlements: The specialist will manage the entire zoning process, from initial application submission to final approval. This includes preparing and submitting zoning applications, conducting due diligence, and ensuring all project documents adhere to jurisdictional requirements.
- Regulatory Compliance: The role requires a strong understanding of state and federal regulations governing the deployment of wireless infrastructure. This includes laws that establish deadlines for local governments to approve or deny applications ("shot clock" laws) and regulations concerning modifications to existing sites ("eligible facilities requests"). The specialist will leverage this knowledge to expedite the approval process and address delays.
- Public Hearings & Presentations: The specialist will represent the company at public hearings, planning commission meetings, and city council meetings. This involves presenting project details, addressing community concerns, and negotiating with local officials to secure project approvals.
- Stakeholder Communication: The specialist will serve as the primary point of contact for local government staff, project managers, and clients, providing regular updates on project status and resolving issues as they arise. This role also involves close collaboration with internal teams, including RF engineers and site acquisition managers.
Qualifications
- Experience: A minimum of three years of experience in a zoning specialist or a similar role, specifically within the wireless telecommunications or a related land-use industry.
- Skills: A strong understanding of zoning and land use codes is required. The candidate should be familiar with the application processes for conditional use permits, variances, and other entitlements. Experience in preparing detailed project narratives and site plans is essential.
- Knowledge: Proven experience with federal and state regulations that impact the deployment of wireless facilities, including requirements for "eligible facilities requests" and "shot clock" timelines.
- Education: A bachelor's degree in urban planning, public administration, or a related field is preferred.
- Interpersonal Skills: Excellent public speaking, negotiation, and written communication skills are mandatory. The ability to work independently and manage multiple projects concurrently is also critical.
