Job Description

CSCI is seeking a highly skilled Software Developer - Mainframe Modernization (Cobol/Java) to support the modernization of a critical federal legacy system. This role focuses on integrating legacy mainframe systems with modern cloud-native applications using z/OS Connect, enabling secure, scalable, and efficient data exchange through RESTful APIs.

You will work within an Agile/DevSecOps environment, collaborating with cross-functional teams to incrementally migrate and modernize a suite of legacy COBOL-based systems. This is a mission-critical role supporting the Department of Defense’s commitment to its retirees and annuitants.

Responsibilities
  • Design, develop, and maintain z/OS Connect APIs to expose mainframe services for integration with modern applications
  • Collaborate with Java and Oracle developers to ensure seamless orchestration between legacy and modernized components
  • Support the incremental migration of mainframe functionality to cloud-native services using containerized architectures
  • Participate in Agile ceremonies including sprint planning, backlog refinement, and retrospectives
  • Ensure all integration solutions comply with DoD cybersecurity standards, including Zero Trust and RMF
  • Assist in performance tuning, troubleshooting, and optimization of mainframe API services
  • Document integration processes, data mappings, and interface specifications
  • Support testing, deployment, and configuration management activities in a DevSecOps pipeline
Minimum Requirements
  • Ability to obtain a DoD security clearance
  • 5+ years of experience in mainframe development and integration
  • Strong hands-on experience with z/OS Connect EE, including API creation and service mapping
  • Proficiency in COBOL, JCL, and DB2 on z/OS
  • Experience with RESTful API design and JSON/XML data formats
  • Familiarity with Agile methodologies and DevSecOps practices
  • Understand secure software development principles and DoD cybersecurity frameworks (e.g., NIST SP 800-53, Zero Trust)
  • Experience working in hybrid environments integrating legacy systems with cloud platforms (Azure preferred)
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs
  • Strong organizational and time-management skills
  • Excellent written and verbal communication skills
  • Professional presence
Preferred Skills
  • Experience with Oracle databases and Java-based microservices
  • Familiarity with tools such as GitLab, Jenkins, Selenium, Fortify, and ServiceNow
  • Knowledge of DoD financial systems and standards (e.g., SFIS, SLOA)
  • DoD 8140/8570 cybersecurity certification (e.g., Security+, CISSP)
  • Ability to work in a team environment, as well as independently
  • Strong customer and vendor relationship skills
  • Demonstrated ability to comply with data standards and policies
  • Motivation to learn new technologies and methodologies that demonstrate value
  • Past experience working with a federal agency
  • Department of Defense experience is a plus!
