Overview

The Vice President, U.S. Commercial Market Access & Policy is an executive leader responsible for the development and execution of strategies that optimize patient access to the company’s portfolio within the U.S. market. This role will have enterprise accountability for ensuring sustainable reimbursement, competitive payer positioning and effective distribution models that align with the company’s commercial and corporate objectives.

Essential Functions and Responsibilities

Strategic Leadership

  • Set the long-term vision for the U.S. market access, integrating payer, pricing, distribution, and policy strategies to the overall commercial roadmap.
  • Seve as a key member of the Commercial Leadership Team, contributing to enterprise-level strategic decision making.
  • Influence internal and external stakeholders to shape access strategies and market positioning.

US Market Access Strategy

  • Architect and oversee national payer access strategies that secure and maintain optimal coverage and reimbursement.
  • Direct value propositions, establishing contracting frameworks, and implement payer segmentation strategies to optimize product performance.
  • Anticipate and address complex market access challenges by leveraging insights from policy competitive intelligence, and economic modeling provided by our business analytics team.

US Payer Access Marketing

  • Own the strategic direction, oversight, and final approval for all marketing materials specifically designed for payer audiences, ensuring scientific accuracy, regulatory compliance, and commercial effectiveness.
  • Ensure the development of sophisticated, data driven, tools, (e.g., product dossiers, economic models, formulary resources, which convey value to the national and regional payers.)
  • Establish best in class process for compliance, medical/legal reviews, and brand alignment for payer communications.

U.S. Policy Strategy

  • Lead internal policy strategy development to proactively navigate and adapt to evolving U.S. healthcare legislation, reimbursement models, and distribution regulations.
  • Integrate policy insights into product launch planning, portfolio lifecycle management, and pricing strategies.

Pricing & Distribution

  • Define and execute U.S. pricing strategies that balance market competitiveness, access goals, and global alignment.
  • Align with ex-US teams on global pricing strategy.
  • Oversee national distribution strategies, trade partnerships, and supply agreements to ensure optimal patient access and operational efficiency.
  • Coordinate with ex-US teams on global distribution strategy.
  • Direct cross functional collaboration with Supply Chain, Trade, Finance, and Compliance to deliver cost effective and compliant distribution solutions.

Cross-Functional Leadership

  • Partner with Legal, Compliance, and Finance to ensure adherence to federal and state pricing and contracting regulations.
  • Partner with cross-functional working groups on pricing and market access issues to align with corporate strategy.
  • Align with finance, ex-US leadership and commercial leadership on overall strategy and tactical execution of key initiatives.
  • Must adhere to Iovance Biotherapeutics’ core values, policies, procedures, and business ethics.
  • Perform miscellaneous duties as assigned.

Required Education, Skills, and Knowledge

  • Bachelor’s degree in business, life sciences, health policy, or related field.
  • 18+ years of progressive experience in U.S. biotech or pharmaceutical market access, including 8+ years in a senior leadership role overseeing payer strategy, policy, pricing, and distribution.
  • Demonstrated success driving enterprise-level market access, pricing, and policy strategies across multiple therapeutic areas, particularly cell therapy.
  • Proven ability to influence executive leadership, boards, and high-level external stakeholders.
  • Exceptional strategic thinking, commercial acumen, and operational leadership skills.

 Preferred Education, Skills, and Knowledge

  • Advanced degree (MBA, MPH, PharmD) preferred.
