Job SummaryTYLin is seeking a visionary and dynamic Vice President to serve as both the Northern California Sector Manager and the National Lead for Rail & Transit Systems. This is a senior strategic leadership role for a seasoned industry expert who thrives on driving performance, building market presence, and mentoring the next generation of leaders.As the Northern California Sector Manager, you will lead regional operations, business development, and client engagement, overseeing a talented team delivering transformative transit and rail projects. As the National Systems Lead, you will define and grow TYLin’s systems engineering and technology capabilities across the U.S., supporting multidisciplinary teams with expertise in signaling, train control, communications, and systems integration.

Sector + Regional Leadership (Northern California):
Lead business operations and performance across Northern California for TYLin’s Rail & Transit sector, including financial performance, staffing, and project delivery.
Own the P&L for the sector within the region; oversee revenue forecasts, budgeting, and profitability.
Mentor and grow a high-performing team of engineers, project managers, and business development professionals.
Cultivate and maintain strong relationships with key clients, transit agencies, and industry partners.
Drive regional sector strategy aligned with national goals and TYLin’s growth objectives.
National Systems Leadership:
Serve as TYLin’s national thought leader and technical authority in Rail & Transit Systems - including communications, train control, traction power, and fare collection systems.
Guide multidisciplinary teams on major pursuits and project delivery efforts that involve systems design and integration.
Shape TYLin’s Systems Engineering practice nationwide by establishing standards, improving workflows, and promoting innovation and excellence.
Collaborate with regional teams across the U.S. to capture key pursuits, share expertise, and build capabilities.
Strategic Planning + Business Development:
Work closely with the National Sector Director and executive leadership to set and implement strategy for market expansion, brand growth, and backlog development.
Oversee and actively participate in the business development lifecycle, including client engagement, capture planning, pursuit strategy, and proposal development.
Build strategic partnerships with public agencies, design-build teams, and industry stakeholders.
Leverage relationships to drive cross-sector collaboration and integrated service offerings.
Project Delivery + Technical Oversight:
Oversee the delivery of large-scale, complex transit and rail projects, with an emphasis on technical excellence, client satisfaction, and compliance with quality standards.
Support project teams with critical guidance on scope, schedule, risk, and contract management.
Lead or support strategic pursuits and design-build initiatives across TYLin’s portfolio.
Ensure TYLin’s quality control, safety, and sustainability standards are upheld across all projects.
What You Will Bring
Bachelor’s or Master’s Degree in Civil Engineering, Electrical Engineering, Systems Engineering, or related field.
Professional Engineer (PE) license strongly preferred.
Minimum 20 years of progressive experience in the Rail & Transit industry, including at least 10 years in leadership roles.
Proven track record managing complex transit and rail infrastructure projects - including systems design and multidisciplinary coordination.
Deep expertise in Rail & Transit Systems (train control, communication systems, SCADA, traction power, etc.).
Demonstrated success in client development, business strategy, and P&L responsibility.
Strong knowledge of the Northern California transportation landscape and established relationships with agencies such as BART, Caltrain, SFMTA, VTA, and Capitol Corridor.
Excellent communication, leadership, and team-building skills.

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $170,000 - $290,000 annually for this position and local market. We recognize that each candidate brings a unique set of skills, experience, education and competencies to the table that will be reflected in our offer.
