We are seeking an experienced Subcontracts Manager to join our ISC subcontracts team, supporting both new and existing programs including SEPTA, NYC, Boston, and strategic initiatives globally. This role is critical to ensuring effective subcontract management and compliance across a dynamic portfolio of projects.
Key Responsibilities:
- Coordinate and support supply chain management for key products and services.
- Assist program teams in making sound business decisions regarding subcontractor and supplier engagements.
- Manage the full subcontract lifecycle: bid package creation, proposal analysis, fact-finding, negotiation, administration, and vendor relationship management.
- Negotiate most competitive commercial and business terms for various agreements (licenses, teaming, escrow) to drive maximum cost savings and protection to CUBIC.
- Efficiently and cost-effectively award subcontracts. Lead needs assessment with internal customers (CTS) to fully define subcontractor requirements. Lead competitive bid selection.
- Administer subcontract modifications and updates aligned with evolving program needs.
- Serve as a cross functional liaison between internal departments and suppliers to address requirements, specifications, and quality concerns.
- Support departmental goals related to vendor performance, requisition placement, and processing efficiency.
- Collaborate with internal customer (CTS) to leverage spend and relationships across CTS programs.
- Maintain accurate and timely updates to contract/subcontract databases.
- Ensure compliance with U.S. export and foreign government regulations.
- Partner with the Legal team to uphold subcontract legal compliance.
- Prepare KPI reporting as required by ISC leadership.
- Conduct detailed cost price analysis measuring final negotiated terms against initial budget.
- Contribute to continuous improvement initiatives, across quality, procurement, planning and ISC finance.
Minimum Qualifications:
- Bachelor’s degree in Business, Economics, Accounting, Engineering, or related field, preferred.
- Minimum of 8 -10 years of experience in Contracts, Procurement, Project Management, or Subcontractor Management, desired.
- Proven expertise in subcontract administration, proposal analysis, negotiation, strategic sourcing, RFP development, and vendor communication.
- Strong market awareness and adaptability.
- Proficient in Microsoft Word and Excel.
- Demonstrated success in resolving commercial disputes and conducting complex negotiations.

Cubic Pay Range:
$110,000.00 - $145,000.00* + benefits.
*Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from our lowest geographic market up to our highest geographic market.
