The Intelligence Production Solutions Division (IPSD), part of the Decision Advantage Solutions Business Area, is currently seeking a dedicated Staffing Manager to support the Lead Engineering Manager on the Chinook Program. In this role you will assist in the strategic planning, coordination, and implementation of staffing solutions for a range of engineering professionals working within the customer mission.

The Staffing Manager will ensure that the program is equipped with qualified talent, optimizing staffing processes to meet operational and project-specific needs.

Position may be performed in the following locations below. Please note Gaithersburg, MD is the program’s primary work location.

Primary Responsibilities:

  • Staffing Strategy & Coordination: Assist the Lead Engineering Manager in coordinating and executing staffing strategies across multiple roles within the Chinook Program. Ensure that recruitment efforts align with program needs and timelines.
  • Workforce Planning & Talent Acquisition: Collaborate with the Talent Acquisition (TA) team to identify, screen, and present qualified candidates for open positions. Maintain a pipeline of potential candidates to meet program requirements.
  • Staffing Needs Analysis: Regularly assess current program staffing levels, track resource utilization, and analyze skill gaps to inform recruitment efforts. Ensure appropriate staffing at all levels to meet mission milestones and program goals.
  • Onboarding & Integration Support: Facilitate the onboarding process for new engineering staff, ensuring that all personnel are properly integrated into the program, meet customer security clearance requirements, and have the necessary training and resources to succeed in their roles.
  • Collaboration & Communication: Act as the primary point of contact for all staffing-related matters between engineering teams, program managers, TA, and other departments. Keep stakeholders informed about staffing updates, personnel changes, and resource availability through regular reports and meetings.
  • Metrics & Reporting: Track staffing progress and generate reports on staffing levels, hiring status, and employee retention. Ensure staffing data is accurate, up-to-date, and in compliance with customer and Leidos’ reporting standards.
  • Compliance & Documentation: Ensure that all staffing-related activities adhere to customer security protocols, staffing policies, and legal requirements. Maintain accurate and confidential records of staffing decisions, employee clearances, and training certifications.
  • Process Improvement: Continuously identify opportunities to improve staffing and onboarding processes. Work with TA and other stakeholders to streamline workflows, reduce cycle times, and ensure seamless hiring and onboarding experience.

Basic Qualifications:

  • US citizenship is required per contract.
  • Bachelor’s degree in Human Resources, Business Administration, Engineering Management, with 8+ years of prior relevant experience. Master’s with 6+ years of prior relevant experience. Additional years of prior relevant experience in lieu of degree is accepted.
  • 5+ years of experience in staffing management, talent acquisition, or resource management, preferably in the defense or geospatial intelligence sectors.
  • Experience in managing staffing for complex, large-scale projects or government programs.
  • Knowledge of the types of engineering roles and skills needed with geospatial intelligence industry.
  • Proficiency with staffing software, and project management tools.
  • High level of accuracy and attention to detail in tracking staffing activities and processing sensitive data.
  • Ability to handle sensitive information and maintain confidentiality in accordance with customer security requirements.
  • Strong interpersonal and communication skills for collaborating with cross-functional teams, program managers, and senior leadership.
  • Ability to prioritize, manage multiple tasks, and meet tight deadlines in a fast-paced environment.

Preferred Qualifications:

  • Experience working on a large, multi-disciplinary program, especially with the defense, intelligence, or government sectors.
  • Experience in managing staffing for classified projects with complex security and compliance requirements.
  • Familiarity with customer security clearance processes and the unique demands of staffing within government contracting environments.
  • Problem-solving mindset with the ability to proactively identify issues and propose solutions.
  • Ability to work both independently and as part of a team.
  • Strong interpersonal skills to build and maintain relationships with internal and external stakeholders.
  • Flexible, adaptable, and able to work under pressure with competing priorities.

Pay Range:Pay Range $89,700.00 - $162,150.00
