EchoStar has an exciting opportunity for a Sr Director - Technical in our Hughes Network Systems division. This role will lead and manage a portfolio of complex OSS/BSS projects spanning Ordering, Provisioning, Customer Service, Billing, Installation, Service Assurance, and more. This role is pivotal in ensuring business-critical applications are delivered with high quality, on budget, and aligned with organizational goals.
Responsibilities:
  • Lead delivery and operational oversight for a broad portfolio of OSS/BSS applications, including:
    • Ordering, Provisioning & Fulfillment
    • Identity Management, Billing, Installation & Activation
    • Service Assurance, Cloud Operations, Mobile Apps, ML/AI use cases, Testing, and Quality
  • Partners with executive leadership, business owners, and technical leads to drive the execution strategy.
  • Manage a high-performing team of Project Managers, Architects, Developers and Testers, setting clear objectives, fostering growth, and ensuring delivery excellence.
  • Own budget planning, tracking, and optimization-ensuring programs are executed within financial goals.
  • Interface with internal teams (Security, NMC, Ops, Audit, Finance, Legal, HR etc.) to ensure process alignment, compliance, and cross-functional collaboration.
  • Drive vendor and system integrator performance, ensuring quality outcomes, contractual compliance, and on-time delivery.
  • Ensure compliance with PCI/SOX, especially for production environments supporting enterprise-grade services.
  • Support incident response and escalation management in coordination with 24x7 operations teams.
  • Contribute to strategic planning, risk management, continuous improvement, and program governance initiatives.

Basic Requirements:
  • Bachelor's degree in Computer Science, Engineering, or related field.
  • 15+ years of experience in program/portfolio management roles in telecom or enterprise technology environments.
  • Prior experience in OSS/BSS domains, including hands-on experience managing systems related to service provisioning, assurance, customer care, billing, and field ops.

Preferred Qualifications:
  • Master's degree in Computer Science, Engineering, or related field.
  • Demonstrated success leading cross-functional, globally distributed teams with a mix of in-house and vendor resources.
  • Strong track record managing multi-million-dollar portfolios, with expertise in metrics-driven decision-making and stakeholder reporting.
  • Deep experience managing vendor ecosystems, contract negotiations, and delivery accountability.
  • Familiarity with cloud platforms (GCP, AWS), Application Development, Databases, Mobile App development, SaaS (Salesforce, ServicceNow), adoption of ML/AI/GenAI.
  • PMP certification or Agile SAFe certification is a plus.

The base pay range shown is a guideline. Individual total compensation will vary based on factors such as qualifications, skill level and competencies. Candidates need to successfully complete a pre-employment screen, which may include a drug test and DMV check.
Will be eligible for discretionary bonus, with funding based on company performance.
Compensation Range
Annual Salary: $161,000.00 - $230,000.00
