The ideal candidate for this position will possess knowledge and experience in some of the following areas:
- An understanding of and experience in the sale and implementation of human services technology solutions, particularly child welfare (CCWIS) technology, including technology solution feasibility, business requirements gathering, solution design and implementation
- An understanding of health and human services state agency operations, particularly Title IV-E agencies, and their technology needs
- Experience planning and managing large-scale health and human services technology implementations, with preference for child welfare case management technology implementation (CCWIS) experience.
- Understanding of multi-vendor technology implementation projects, such as roles for DDI, QA, OCM, BPR, PMO and IV&V vendors.
- An understanding of IT project management and business analysis standards, including PMBoK, BABoK, and IEEE, and understanding of common system development lifecycle (SDLC) methodologies.
- An understanding of federal technology procurement standards and funding requirements and options, including APD rules and processes, OMB cost allocation principles, and evolving technologies.
Essential Duties and Responsibilities:
Public Consulting Group is seeking a Senior Consultant to act in a key project manager role to support Rhode Island implement a new statewide child welfare information system (CCWIS).
Project Management and Client Engagement
- Establish good working relationship with local, state, federal and private service agencies.
- Act as project manager or client engagement manager
- Direct and manage project development from beginning to end.
- Identify and resolve issues and conflicts within the project team.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
- Build, develop, and grow any business relationships vital to the success of the project and the company.
Thought Leadership
- Provide subject matter expertise on a range of topics relevant to applicant’s background.
- Lead research, speaking engagements and service offering development.
Support and Lead Market Strategy Development and Sales Efforts
- Provide industry knowledge to lead and assist in strategic planning and product/service line development.
- Have the ability to tactically analyze existing markets and identify potential areas of opportunity.
- Use of existing client networks to provide a perspective on future business.
Other
- Supervise and mentor a team of human services IT consultants.
- Other tasks as to be determined by PCG management.
Required Skills:
- Proper etiquette including customer relation techniques, strong verbal and written communication skills.
- Ability to prioritize work and meet deadlines.
- Ability to recognize and maintain the confidentiality of all materials in the work setting.
- Ability to establish working relationships with federal, state, county agencies and the general public.
Required Experience:
- 5+ years experience working within the human services technology field, with child welfare technology experience preferred.
- Certification in project management (PMP) preferred.

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $88,300 to $150,000. In addition, PCG provides a range of benefits for this role.
