The selected candidate will lead technical teams in full life-cycle software development and maintenance, integration of legacy and modern systems, database design, testing, and implementation of enterprise solutions. This role requires strong leadership, technical depth across multiple platforms, and the ability to ensure compliance with federal standards, accessibility requirements, and continuity of operations.
Key Responsibilities
Systems and Database Design
- Develop new and maintain existing user interfaces, ensuring alignment with requirements.
- Conduct design reviews, assess capacity and performance considerations, and ensure portability.
- Map and maintain traceability of design to requirements.
- Create logical and physical database designs using modeling and normalization techniques.
- Identify reusable legacy systems, potential integration issues, and solutions.
- Analyze, design, develop, test, troubleshoot, and maintain new and enhanced applications (Software AG and others).
- Support the full systems development and maintenance life cycle, including requirements development, business process analysis, system architecture, and COTS integration.
- Provide data administration, data modeling, and technical documentation support.
- Conduct software testing, debugging, and development of test data, environments, and procedures.
- Mobile Development – Build and maintain iOS and Android applications and ensure secure connections to existing enterprise systems.
- Web/Portal Development – Lead analysis and design of portal applications using LifeRay, recommending software tools to improve accuracy and efficiency.
- Internet/Intranet Development – Oversee coding, technical and UI design, and maintenance of web-based solutions.
- System Integration – Manage integration of new solutions with legacy and enterprise systems.
- Section 508 Compliance – Lead accessibility compliance testing using manual and automated tools, including JAWS.
- Customer Migration - Lead data conversion and migration services across disparate platforms, ensuring accurate transformation and validation.
- Database Administration - Administer and design databases (Oracle, PostgreSQL, ADABAS) supporting enterprise-level systems.
- Systems Development and Testing - Translate specifications into system components and prototypes; develop and maintain system code. Collaborate with functional personnel on testing tasks and defect resolution.
- Programming and Web Development - Develop and maintain software using Natural, SQL, Java, JavaScript, and JCL, adhering to IBC standards. Build, update, and manage Java/JavaScript web-based applications in Linux and Windows environments.
Data Warehouse & Systems Conversion - Design, development, and maintenance of data warehouses, including modeling, reporting, and performance optimization. Lead systems conversion efforts, including front-end development, data file transformations, and interoperability testing.
Qualifications
Required:
- 10+ years’ experience leading software development teams on federal government programs.
- Expertise in systems architecture, full life-cycle software development, and database administration.
- Proficiency in multiple programming languages (SQL, Java, JavaScript, Natural, JCL).
- Strong knowledge of data modeling, systems integration, and migration.
- Experience in web/portal/mobile development and accessibility compliance (Section 508).
- Demonstrated ability to oversee business process support, COOP, and incident management.
- Excellent communication, leadership, and documentation skills.
- Ability to obtain and maintain a federal background clearance.
- PMP, SAFe, or Agile certification.
- Experience with Software AG, LifeRay, Oracle, PostgreSQL, and ADABAS.
- Familiarity with automated testing tools, regression/load testing, and accessibility testing.
- Prior experience supporting the Interior Business Center (IBC) or similar federal organizations.
