This is a remote position.

Location: 100% Remote - but candidates must be in Pacific or Mountain time zones. Phoenix AZ / Arizona state agency
Pay Rate: Up to $54.00/hr bill (W2)
Duration: 1 year, contract-to-hire

About the Role:
An Arizona state agency is building "AtoZ Arizona," a centralized citizen-services portal on ServiceNow. We are seeking a ServiceNow Technical Lead to serve as the primary technical owner of the platform implementation, working alongside an implementation vendor and overseeing all ServiceNow development and technical decisions.
What You Will Do:
- Serve as primary technical owner of the ServiceNow implementation, ensuring quality, performance, and scalability
- Own and manage the ServiceNow technical backlog in Jira (enhancements, bugs, maintenance, modernization)
- Review and validate solution architecture, workflows, and technical decisions from vendor development teams
- Provide hands-on configuration/development support to troubleshoot and validate platform behavior
- Translate business priorities into technical stories, acceptance criteria, and execution plans
- Lead platform upgrade planning, release cycles, and modernization efforts
- Ensure compliance with accessibility, security, and state technology standards
Required:
- 5+ years ServiceNow in a technical role (developer, architect, or technical lead)
- Strong ServiceNow architecture, configuration, workflows, scripting, and platform best practices
- Ability to translate business requirements into technical stories and execution plans (must be evident on resume)
- Experience overseeing vendor development teams or external technical partners
- Strong communication with technical and non-technical stakeholders
Preferred:
- ServiceNow Public Sector Digital Services (PSDS) - case management, constituent engagement, public-sector workflows
- Hands-on with Notifications, Catalog Items, Flow Designer, Integration Hub
- Integrations and identity concepts: SSO, OIDC, SAML; API fundamentals: JSON, REST
- Government / public-sector / regulated-environment experience
- Agile/iterative development experience
