The Senior Proposal Manager collaborates with business development, capture, marketing, and subject matter experts to align proposals with win strategy and client expectations. The role may also supervise or mentor junior team members and contributes to the improvement of proposal content, tools, and processes.
Some travel may be required for meetings or events. The estimated travel commitment is 5 -10%.

Job Duties and Responsibilities:
Proposal Management
- Manage the full lifecycle of assigned proposals, from kickoff through submission
- Develop proposal schedules, outlines, compliance matrices, and response templates
- Facilitate proposal meetings, reviews, and collaboration across teams
- Coordinate inputs from SMEs, writers, and stakeholders to meet deadlines and compliance requirements
- Ensure alignment with internal processes and proposal best practices
Writing and Content Development
- Serve as lead writer for technical and non-technical sections, including approaches, past performance, and staffing plans
- Write and edit resumes, project descriptions, and corporate capabilities content
- Translate complex ideas from SMEs into clear, concise, client-focused language
- Ensure consistency in tone, terminology, and structure across all proposal materials
- Contribute to and maintain reusable content and writing tools
Quality Control
- Review and edit all content for clarity, accuracy, and compliance with solicitation requirements
- Conduct final content reviews and enforce formatting, branding, and messaging standards
- Identify and implement continuous improvement opportunities in proposal development and review
Strategic Support
- Contribute to win theme development, SWOT analysis, and competitive messaging
- Support capture teams in aligning content with client needs and differentiators
- May mentor junior proposal staff or supervise team members as assigned
Professional Development
- Stay informed on state, local, and federal procurement processes
- Participate in industry development opportunities and complete required compliance training
- Encourage skill development for team members through targeted training sessions
Skills and Competencies:
Technical Skills:
- Advanced knowledge of RFP, RFQ, and RFI requirements and processes.
- Strong writing, editing, and organizational skills for proposal development.
- Proficiency in Microsoft Word, Excel, and PowerPoint; familiarity with Adobe InDesign is plus.
Organizational and Soft Skills:
- Strong communication skills with the ability to engage cross-functional teams
- Strategic mindset with an ability to align content to client needs and win themes
- Ability to coach others informally and model best practices under deadline pressure
Qualifications:
- Bachelor’s degree in English, Communications, Marketing, or a related field, or equivalent experience
- 5 to 10 years of experience in proposal management, with a strong track record writing and managing complex proposals for state and local clients
- Experience with federal proposals is a plus
- Proven ability to lead proposals independently and produce high-quality, strategic content under pressure
- APMP certification preferred but not required
